Overview of position There are 7.2 million people in need of humanitarian assistance in Somalia. The country also has one of the highest numbers of Internally Displaced Peoples (IDPs) in the world with more than 3.8 million who have been displaced by conflict, insecurity, forced evictions, droughts, and floods.

 

 

In Somalia, climate change acts as a threat multiplier by exacerbating competition between clans over grazing land and water resources, inducing displacement and the recruitment of youth by armed actors, marginalizing minority groups, and empowering the extremist organization, al-Shabaab, which exploits inter-clan grievances to capitalize on climate-induced crises. Somalia is currently experiencing an extreme drought due to the impact of four consecutive failed rainy seasons, a climatic event not seen in at least 40 years. As a result, nearly 1 million individuals have been newly displaced due to the drought.  

 

 

The IOM Somalia mission is implementing frontline activities as well as taking the lead in the Displacement Tracking Matrix (DTM) programme, which encompasses mobility tracking, flow monitoring, and surveys components that aim at supporting evidence-based programming.

 

 

 

 

 

Role objectives Under the overall supervision of the Programme Manager (DTM), and direct supervision of the National Operations Officer the incumbent is expected to perform the following duties:

  1. Provide State level leadership oversight in Somaliland by (selecting) and managing senior enumerators, enumerators, and providing regular updates on data collection efforts.
  2. Support the running of DTM fieldwork exercises in Somaliland.
  3. Coordinate daily field activities in close cooperation with the team leads, Monitor and report on the day-to-day data collection and any other activities related to DTM which includes mobility tracking, flow monitoring and ETT to Program Manager.
  4. Frequent travel to monitor Somaliland district level DTM operations; Frequent travel to other states to support data collection activities.
  5. Support the Head of Sub-Office with government lisaion, specifically with the National Displacement and Refugee Agency. Provide translation support, meeting minutes.
  6. Liaise with inter-agency and cluster partners, and particularly the CCCM cluster on displacement related information.
  7.  Liaise with state level authorities, UN Agencies Partner NGO’s and other migration/ mobility related information actors as relevant.
  8. Assist in developing, and update agreed data collection strategies and action plans ensuring that these are adequately reflected in overall data collection methodologies.
  9. Utilize lessons learned from past activities, experiences from other Communities, and beneficiary feedback to revise strategies and action plans accordingly.
  10. Represent the DTM project, as required, in various forums, and inter-agency gatherings convened to discuss coordinated responses for IDPs in Somalia in coordination with the Programme Manager.
  11. Ensure all data are kept safe and confidential through applying IOM’s data protection principles.
  12. Conduct additional tasks that may be assigned by the DTM Program manager.
  13. Perform other duties if required.

Further information Experience

 

  • Experience working in respective programme/project preferably at field level, in emergency and conflict environments;

     

  • Experience in using ODK or KOBO or any mobile application which is used to collect data;

     

  • Good knowledge of data collection techniques, including surveys, key informant interviews, focus group discussions;

     

  • Experience conducting training and supervising enumerators / data collection exercises;

     

  • Experience liaising with government authorities and other stakeholders;

     

  • Good knowledge of Somaliland, its region and specific districts is an advantage.

     

  • Must be available to travel within Somalia on a regular basis.

     

  • Experience working in an international organization and knowledge of the UN is essential.
