Hormarinta Elmiga (Education for Empowerment through Cohesive and Harmonized System) Phase IV
Terms of Reference (TOR) for conducting awareness campaigns at national and community l levels to increase enrolment with a specific focus on girls and children with disability
Background:
Care International and Save the children as a consortium has started the implementation of an education program namely Horumarinta Elmiga IV. The program builds up the improvement made by the previous phases and follows a sector-wide approach with a strong focus on public ownership and joint decision-making. Horumarinta Elmiga IV (also called “Education for Empowerment through Cohesive and Harmonized System”) is a three-year (1st August 2022 – 31st July 2025) program funded by the European Union. The program covers all six administrative regions for Somaliland namely Marodi-jeh, Awdal, Sahil, Togdher, Sool, and Sanag. The main partner for the program is the Ministry of Education and Higher Studies for Somaliland.
Horumarinta Elmiga IV program targets to expand Basic Education (BE) and Non-Formal Education (NFE) opportunities in underserved areas; mainstream Basic Education for Pastoralists (BEP); reach children with special needs and provide demand-driven Technical Vocation Education Training (TVET) for employment. The action also targets to improve the quality of education through teacher training, MOES staff training, and system strengthening.
The overall objective of the program is “Improved educational attainment and employability of relevant target groups in Somaliland”. The project also has a specific objective: “The governance, quality, relevance, and Inclusiveness of the education and training sector are improved”.
Introduction:
Although Somaliland made some positive changes in the education sector in the last 30 years, enrollment is still low particularly for girls, children with disability, and other marginalized groups, some of the contributing factors include a lack of awareness and some cultural barriers from parents and the public in general. The enrolment campaigns at the national level through government and private media reach out to communities with awareness-raising and attitudinal change messages presented in different accessible formats. Community awareness campaigns will focus on education as a child’s right and the need to enroll and retain all children (including girls) in school until completion. Community awareness and sensitization campaigns will be key strategies to reach parents and the wider communities on enrolment and retention of children in school.
The objective of the assignment
To increase both boys’ and girls’ enrolment and the children with disabilities through awareness campaigns at a national level and community level.
Skills and Qualifications
Expertise Required
The consultant must possess the following or similar qualifications: –
- Submit a well detailed technical proposal including capacity, methodology you will use, work plan and the financial Proposal.
- Provide at least three sample of previous production, filming or relevant work with Reference contact.
- Minimum of two CVs of the proposed experts for this assignment.
- Provide at least three samples of previous production, filming or relevant work with Reference contact.
- Demonstrate experience in the area of documentary film making, producing, directing and editing, with Humanitarian and Development Projects
- Experience working with INGOs/LNGOs in similar work.
- Have access to the highest quality filming, light, sound and editing equipment.
- Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining high level of professionalism.
- Track record of successful materials filmed in the region and/or on similar topics is a must.
- Willingness to travel to remote areas.
- 6 years of work experience.
- Somali and English languages.
Deliverables:
The following are the deliverables of the TOR
- Develop appropriate awareness messages – map and engage key influential figures to compose awareness-raising messages on child rights to education.
- Development promotion awareness campaign materials, that will focus to increase child’s right to education in general and specifically to encourage girls and children with disabilities.
- Media messages and clips that earing the local radios and TV for the awareness campaign
- Consultation with parents, local government institutions, community elders, CECs, and sheiks to promote child right to education and especially girls and children with disability.
- Engage student clubs and girl forums to participate in and convey awareness campaigns at the school level.
Locations:
- Enrollment campaigns at the national level will conduct in all target communities in Sool, Sanaag, and Marodijeh specifically targeting school regions.
Participants
- CECs, all parents, students, student clubs, and girl forums existing in the schools
- Community elders at the village
- Local governments should be part of the awareness.
- Key influential figures in the communities
Work plan and timetable
The community awareness campaign is expected to take place in January and the overall effort under this consultancy is 20 days.
Terms and Conditions of the Contract
During the study, CARE is responsible for coordination/guidance, logistical arrangements, approval of the final report, payment for the consultancy, and dissemination of the report to all stakeholders.
The Consultant will be responsible for the development of methodologies and survey tools in liaison with the CARE and other consortium staff, conducting the assessment, analysis, and reporting. CARE will only pay the entire consultancy fee (as per the contract) after the submission and acceptance of the final report.
