POSITION OVERVIEW
The WFP Somalia Country Office in Mogadishu is looking for a Supply Chain Officer to lead its retail operations and market intelligence portfolio.
The WFP offers individuals e-vouchers redeemable at specific retailers and cash that is used anywhere. The Supply Chain Officer will lead a uniquely large retail network typically with $100 million per year in volume, a country-wide market monitoring system, and a growing portfolio of food systems activities. Underpinning this work are far-ranging projects related to digitization, and migration of operations into corporate tools, among other topics. This is a critical role in the operation and entails overseeing a team of staff in the office, area offices, and third-party monitors directly or indirectly.
WHAT WILL YOU DO? (not all-inclusive)
Broadly
- Link supply chain, food systems, capacity strengthening, and social protection workstreams, in line with a range of strategies, policies, and plans.
- Develop strategic partnerships with the government and other organizations, to share knowledge and build capacity.
- Align monitoring, technology, procurement, and other units, on a technical level.
Retail operations
- Manage the onboarding of retailers, renewal of contracts and communication.
- Track retailer performance, with regular shop inspections (RPE) and other sources.
- Further develop a suite of digital retailer monitoring tools and dashboards.
- Undertake field missions to support area offices in managing retail operations.
- Coordinate third-party monitors and others to ensure effective oversight of retailers.
- Deliver occasional analytical reports on retailer performance and other related issues.
Food Systems
- Oversee the food systems pillar in Somalia and co-lead activities.
- Lead food system projects in areas such as agriculture, water, and livestock.
- Design and manage evidence-generation, e.g., value chain assessments.
- Develop relationships with market players to identify opportunities for development work.
- Foster government partnerships and delivery of capacity-strengthening activities.
Market insight
- Lead implementing market assessments, in partnership with other teams (e.g., VAM).
- Maintain and further develop digital market monitoring tools and dashboards.
- Develop proactive, innovative information-sharing strategies to mitigate disruptions.
- Undertake field missions when needed to support local offices in their market insight.
- Coordinate third-party monitors and others to ensure effective visibility of markets.
- Deliver occasional analytical reports on crises and food security.
Supply chain interventions
- Perform qualitative and quantitative analysis to plan market-development activities, like catalyzing cereal chains.
- Contribute to the development of donor proposals related to food systems.
- Leverage ongoing retail operations and market monitoring for food systems projects.
- Integrate ongoing projects like an e-commerce app into food systems efforts.
Collaboration and supervision
- Build the capacity of staff to execute these activities through mentoring, training, and coaching.
- Manage, motivate, and develop a high-performing team and promote career growth.
- Build external partner’s capacity to improve the retail operations.
DO YOU MEET THE MINIMUM QUALIFICATOINS & EXPERIENCE?
Education:
- University degree in supply chain, engineering, math, economics, business, logistics, or a related field.
Experience:
+5 years of relevant professional experience in:
Managing vendors
- Running contracting, performance, and relationship management, and network design at least at a qualitative level.
- Vendor management, e.g., third-party monitoring, software development.
- Change management in the digitization of operations.
Generating evidence
- Developing and maintaining digital tools and adapting corporate tools.
- Remote or field data collection, including managing third-party monitoring firms.
- Analysis of retail and market performance using surveys, digital exhaust, narrative reports and more.
- Mapping supply chains using qualitative and quantitative information.
Informing decision-making
- Developing concise reports that effectively represent critical issues for senior managements consideration in making impactful and strategic decisions.
- Managing dashboards that are meaningful and used.
Shaping processes
- Negotiating logistics processes with binding input from a range of stakeholders.
- Identifying opportunities and challenges for programmatic issues.
Developing teams
- Managing, supervising and coaching teams.
- Experience working in hardship areas, emergency operations or difficult environments is a plus.
- Fluent in Excel and Tableau and willing to learn new tools like DOTS. Knowledge of R and/or Python is an advantage.
Language
- Fluency (level C) in English language.

TERMS AND CONDITIONS
- This is an international position and candidates must be a national of a country other than the country of assignment.
- This position is based in Mogadishu, the selected candidate will be required to relocate to take up the assignment.
- The contract duration is 11 months (initial)
