GIZ, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and in cooperation with the Somalia Federal Ministry of Interior and Federal Affairs, is implementing various projects in Somalia, across multiple sectors and regions. In Jubaland Kismayo, GIZ is piloting the graduation approach towards social and economic inclusion of multi-dimensionally poor households, with a special focus on women headed households, through the project “Socio-economic participation of poor female-headed households in Kismayo” (GIZ SEPOW).
This inclusion is achieved through coordinated measures consisting of social protection (including cash transfers), social and economic empowerment, life skills and livelihoods training and financial inclusion.
Responsibilities
A. Responsibilities
The Social Protection Specialist has the following responsibilities:
Leads the implementation of the GIZ SEPOW field activities in Kismayo Lower Juba, Somalia
ensuring a timely and high-quality delivery of activities and progress towards intended results;
- In close collaboration with the project team, supports the planning, implementation,
monitoring and reporting of all GIZ SEPOW outputs in Kismayo Lower Juba. - Responsible for ensuring implementation of the SEPOW’s output A “Individual capabilities to meet the basic needs of women-headed households are improved” and C “The capacity of women-headed households in Kismayo to generate their own income has improved”.
- Strategic engagement with all actors (beneficiaries, implementing partners, experts, government, field staff, etc)
B. Tasks
Core scope of tasks
The Social Protection Specialist fulfils the following tasks:
Coordination and Management
- Supports the project team in concept development and ensuring implementation of the
project’s outputs A ““Individual capabilities to meet the basic needs of women-headed households are improved” and C “The capacity of women-headed households in Kismayo to generate their own income has improved” including:
- Together with the project team, drives intervention design, planning, budgeting,
implementation and monitoring and reporting, - Coordinate implementation of the GIZ SEPOW project outputs, ensuring a timely and
high-quality delivery and progress towards project indicators,
- Contributes to project operational planning and budgeting and tracks performance of project activities against operational planning to ensure attainment of overall project indicators und contributes towards tracking expenditures against spending targets,
- Briefs and advises the project management team on project activities and strategic decisions
- In liaison with area coordinator, represents GIZ SEPOW in relevant forums.
Implementation and Monitoring
Supports synchronisation between project implementation and budget expenditure system.
- For project outputs A and C:
- Ensures a timely and high-quality completion of activities planned as set out in operational plan and agreements with implementing partners
- In close collaboration with the project team writes TOR or reviews proposals, budgets,
and reports, - Supervises implementing partners in delivery of project activities through regular field
presence, - Identifies and highlights quality issues with regards to quality of project delivery, GIZ compliance, do-no-harm, and intervention sustainability early on and in liaison with the project management, identifies and implements mitigation measures,
- Manages all relevant stakeholders (implementing partners, beneficiaries, community
representatives, development agencies and relevant government partners– in liaison with the are coordinator, - Where applicable, organizes and implements self-implementation by GIZ (such as beneficiary training, workshops, forums, meetings, and other project activities.
- In close cooperation with the project’s component lead and M&E advisor, ensures monitoring and evaluation of project activities according to M&E plans; supports surveys, assessments and other field studies,
- Ensures a timely completion and submission of field reports as requested and contributes to donor reporting,
- Contribute to a functional beneficiary feedback mechanism and an up-to-date project beneficiary database.
Other Duties/Additional Tasks.
- Deputizing the project management in all areas of project management for activities within Kismayo, including networking with partners on the ground, upon request,
- Supporting various interventions aimed at capacity building of key partners to ensure their ability to effectively
- perform as an equal partner during implementation and monitoring of activities,
- Carries out any other project activities and tasks as assigned by the project management team.
C. Required Qualifications, Competences and Experiences
- Degree in social sciences, gender studies, development studies, business or relevant
field. - Applicants with relevant professional experience exceeding 7 years are not required to possess a degree.
Professional Experience
- At least 5 years’ experience in project implementation in international development,
- Implementation experience in at least two (2) of the following intervention areas: conditional cash transfers, adult literacy and numeracy training, early childhood development, women self-help-groups, self-employment focused technical trainings, small business mentoring, micro-finance,
- Experience in directly working with vulnerable populations, such as women-lead households or displaced persons with a do-no-harm approach.

- Good understanding of local context, power dynamics, political and social
undercurrents etc - Excellent communication, stakeholder-management and inter-personal skills
- Able to effectively communicate in Somali (spoken & written) & fluency in
written/spoken English. - Knowledge on GIZ regulations is an asset
- Willingness to be permanently based in Kismayo
Additional Consideration.
- Duration: 1 year, with possibility of extension based on availability of funds and performance.
