KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Lead the monitoring and analysis of security threats and risks in Galkayo and surrounding regions. Provide timely strategic and tactical advice to the Field Security Officer (FSO) and Head of Field Office to inform decision-making and operational planning.
- Coordinate the implementation of all elements of the WFP Security Risk Management Framework in the area of responsibility, including Operational Security Standards, Security Telecommunications Standards, and contingency plans.
- Develop and maintain strong relationships with local authorities, security actors, community leaders, and other UN/NGO security professionals to support humanitarian access and maintain a stable operational environment.
- Plan, organize, and oversee security arrangements for all WFP missions and field activities, ensuring comprehensive risk assessments and movement tracking protocols are in place.
- Support and advise senior management on emerging security challenges, proposing mitigation measures and operational adjustments as needed to ensure staff safety and business continuity.
- Manage incident reporting, investigation processes, and lessons learned documentation for all security-related events. Ensure timely follow-up and integration of preventive actions.
- Supervise and provide technical guidance to Security Assistants, guards, and contracted security providers to ensure adherence to WFP security policies and performance standards.
- Maintain and update the Field Security Plan, staff contact lists, evacuation procedures, relocation routes, and fire safety arrangements for the Field Office and guesthouses.
- Monitor and ensure the effective use and maintenance of all security-related systems and equipment (e.g., radios, CCTV, perimeter lighting, satellite phones). Identify needs and recommend upgrades.
- Provide security briefings and induction training for incoming staff and visitors. Identify learning gaps and facilitate security capacity building within the local team.
- Contribute to emergency preparedness and response planning, ensuring the Field Office has updated crisis plans and supplies for lockdown, relocation, or evacuation scenarios.
- Provide operational security support to UNHAS activities at the Galkayo airstrip, including site security assessments, access control, and coordination with aviation and airport security authorities.
- Represent WFP security interests at inter-agency forums and field-level security coordination platforms.
- Perform other duties as required in support of the safety and security of WFP operations.
QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED
Education: A first University Degree in Security Management, International Relations or Law Enforcement or other relevant field, Or Advanced University degree in a similar field.
Experience: At least one (1) year of relevant professional experience in security management and managing complex security operations, preferably in conflict or post-conflict settings. Proven experience in engaging armed actors, government bodies, and communities to facilitate humanitarian access. Skilled in team management, mentoring junior staff, and supervising contracted services in high-risk settings. Knowledge of UNSMS policies and protocols is a strong asset.
Language: Fluent knowledge (proficiency/level C) of English and Somali language.
Other Knowledge and Skills Required:
- Good theoretical understanding of security management concepts and principals with a knowledge of best practices, techniques and processes.
- Ability to assimilate a range of information and make basic analyses to support the development of efficient solutions.
- Good communication skills and ability to adapt communication style to different situations and individuals.
- Ability to contribute to and/or deliver effective briefing and training, assessing participant needs.
- Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
- Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook)
