Job Description:
The Role:
The role will support the integration of different risk-sensing and response mechanisms, including Enterprise Risk Management (ERM), Accountability to Affected Populations (AAP), and the Integrated Incident Management (IIM) to enable a holistic approach to risk management. He/she will provide technical services and backstopping to risk/incident mandates-holders across department and projects and programs and aggregate, analyze and articulate a wholistic picture of the country program’s risk environment. They will foster compliance and will support mandate-holders to undertake investigative actions related to financial integrity, personnel matters, safeguarding, accountability to affected populations and IT concerns as directed by management. The role will collaborate with investigative units and offer services and insights to enhance controls, ensuring risk-informed and timely controls are in-place and functional to prevent future misappropriation and misconduct by staff and partners of World Vision. The position-holder will lead context specific risk-identification, assessment and mitigation for the BHA-financed programs, lending special attentions these projects and programs. The position-holder will support Do-No-Harm analysis and integrate insights into risk-sensing, planning, and response actions.
Key Responsibilities:
- Conducting reviews.
- Day-to-Day Management of the Compliance Tracking Systems
- Support internal and external engagement to position World Vision as thought-leader
- Collaboration, Harmonization and Fostering Fraud Awareness:
- Any Other Relevant Duties related to Compliance
Essential:
- Bachelor’s degree in a relevant field such as Criminology, Law, Finance, or a related discipline.
- Minimum 5 year in compliance management and conducting investigations, preferably within an International NGO, law enforcement, audit, or a related domain.
- Profound understanding of Somalia’s local dynamics, language, culture, and legal landscape, facilitating effective interaction and investigation.
- Exceptional communication skills in both written and spoken English and Somali (including familiarity with ‘may’ local dialect).
- Familiarity with financial processes, internal controls, and risk management.
- Proficiency in employing investigative tools, techniques, and software.
- Ability to exercise confidentiality and discretion while handling sensitive information.
- Experience in external engagement with NGOs, donors, private sector, etc. with the ability to represent the organization to a variety of stakeholders in a range of forums
- Excellent oral/written and interpersonal skills;
- Confident communication and documentation skills;
- A team player with leadership qualities, excellent flexible project management skills, organization and dependability;
- Capacity to prioritize and manage a diverse range of staff members, projects and activities.
- Able to work on a cross-cultural environment with a multi-national and multi-agency staff members.
- Ability to solve complex problems and to exercise independent judgment.
- Capable of working independently and with demonstrated experience engaging a wide range of stakeholders.
- Experience working with or in fragile context settings.
Working Environment:
The position is field-based in Mogadishu, with frequent travel to other project locations.
