Job Title: Programme Manager-Durable Solutions

Reports to:Programme Coordinator-DS

Reports by Field Coordinators and Project officers

Liaises with:Field office operations Coordinator, MEAL Manager, Durable solutions advisor, Partners, Systems team in Mogadishu.

Job Location:

The position will be based in Concern’s Baidoa office, Somalia with travel and considerable time to support Afgoye, Hudur and Bardhere project sites.

Contract Duration:1 year with a possibility of extension

Job Purpose:

Concern Worldwide, Somalia is looking for an experienced Programme Manager to manage its durable solutions programme in Somalia. Under the supervision of the Programme Coordinator, Durable Solutions (PC DS), the Programme Manager, Durable Solutions will be responsible for planning and executing all tasks associated with the successful implementation of Concern’s solutions programming including EU Xaldoon, FCDO Danwadaag, EU NEGAAD, World Bank SURP-II and other Durable Solutions projects in Somalia.

The PM DS (Programme Manager, Durable Solutions) will be responsible for all programmatic and operational aspects of implementing Concern’s durable solutions programming in the areas of implementation; managing programme components of the project budget, liaising with consortium partners, managing work plans, M&E in line with project objectives and timelines, etc. The programme manager will support in quality reporting to the donor, and ensuring smooth implementation of activities in line with donor requirements.

The Programme Manager is required to contribute to the strategic objectives of Danwadaag DS consortium and to the EU Negaad partnership and supports coordination including Technical Working Group (TWG) in improving information sharing, quality programme planning and implementation and learning across the partners.

Main Duties &  Responsibilities:

Programme Implementation and management

·         Work in close collaboration with the DS Programme Coordinator in managing DS programmes in Somalia in general and South West State in particular.

  • Lead effective, efficient and quality implementation of the projects in Baidoa, Hudur, Bardhere, Banadir and Afgoye areas.
  • Provide leadership in programme implementation and budget monitoring in line with agreed upon activities and in compliance with Concern’s financial system and donor’s requirements.
  • Lead in identifying risks and mitigation measures and inform the PC DS on changes in context in programme areas and any impacts on successful implementation of the programme.
  • Coordinate inputs and develop high quality reports both for internal Concern requirements and to meet donor requirements.

·         Take a leadership role in project management, support and develop detailed implementation plan, management and monitoring plan of the project creating buy-in among partners.

·         In conjunction with project partners, develop project and operational work plans with clear schedules, and update on a monthly basis or as required.

·         Ensure active community participation (including community contributions where possible) in project activities and continuous flow (two-way) of information between the organization and target communities/beneficiaries.

  • Ensure regular coordination with technical Coordinators (Education, Health & Nutrition, Livelihoods, WaSH etc.) and their teams in terms of information sharing, collecting of inputs, and submission of programme and progress reports.

Admin, logistics, procurement and finance

·         Initiate the development of procurement plans for project goods and services, follow up on their progress, draw attention to PC DS for variances, and liaise with logistics and finance as required.

·         Lead logistic, finance and administrative arrangements for community visits by stakeholders.

·         Ensure that all logistical activities are carried out within the framework of Concern’s and donors’ procedures, standard and policies.

·         Follow up with finance, admin, and logistics staff within Concern to ensure procurements are completed in a timely fashion.

·         Support programme budget expenditures, monitoring and revisions to ensure compliance with donor requirements.

·         Draft and monitor compliance with partner sub-grant agreements

·         Ensure that monthly cash projections are accurate and are submitted on time.

·         Support monthly management account feedback sent to finance.

·         Ensure timely disbursement of grants to partners

·         Ensure all internal and donor financial reports are submitted in a timely manner and up to Concern quality standard

Staff and Partner Management and Development

·         Manage relevant staff and ensure their on-going development, including ensuring the implementation of Performance Development Reviews.

·         Prepare staffing needs in line with programme proposal, as well as assist in hiring, training and induction of all programme staff

·         Ensure leave plans are always in place and well managed.

·         Assist partners to comply with donor and Concern standards

·         Support Partnership Advisor and PC to identify new programme partners, undertake capacity needs assessments and to facilitate capacity building

·         Manage partner relationships effectively

·         In consultation with the PC, enhance the capacity Development for Concern and partner Durable Solutions staff, e.g. through (learning exchanges, peer to peer approaches, periodic learning events, supporting staff to prepare and present at Durable Solutions forums, identifying and supporting DS staff training needs and in-situ support and supportive supervision, to participate actively in wider Somalia Durable Solutions and related forums etc).

M&E, Learning, Accountability and Reporting

·         Assist in the compilation of donor reports and ensure that they are produced on timely manner and to a good quality.

·         Support Project Officers to collect required information and case studies on the project key learning, activity progress, undertaking accurate beneficiary count and the impact the interventions have on the lives of beneficiaries.

·         Report timely on any new developments and challenges that may be encountered which require action or a change of plan in the DS programme implementation

·         Carry out or participate in rigorous monitoring of field activities against the project activity plan. Provide written reports on all field visits undertaken.

·         In consultation with Concern’s M&E unit and DS field coordinators, lead needs assessments, baseline and end- line surveys, cross sectional studies, shock-triggered monitoring, labour and market assessment and joint monitoring with appropriate and participatory approaches and tools.

·         Lead responsibility for the implementation of learning and recommendations from external or internal reviews and donor feedback in DS programme.

·         Participate in documentation of lessons learnt and best practices

·         Assist in ensuring that beneficiaries have access to feedback mechanisms and that data is monitored and responses given within appropriate time periods.

·         Provide timely support to the field level focal points for complaints & response mechanism (CRM).

Networking, External and internal relationships and coordination.

·         Ensure proper representation of Concern Somalia programme at appropriate cluster, consortium, donor or other programme and context related meetings (in consultation with the PC DS, the Durable Solutions Advisor and other PMs).

·         Ensure good collaboration and working relationship with government, community and other relevant partners.

·         Liaise with line ministry representatives as necessary, and represent the interests of the Concern-led Durable Solutions initiatives as part of the effort to maintain and enhance positive collaborations with the various level of authorities in South West State.

·         Ensure appropriate information sharing and collaboration between the program and the consortium, as well as with other stakeholders – UN agencies, INGOs, NNGOs and government bodies at regional and zonal level regarding response plans, agreements, reports, training etc.

·         Provide timely and relevant information to Programme Coordinator to help ensure good collaboration and working relationship with government and other relevant partners.

·         Represent Concern at consortium and other relevant coordination meetings at field level, as delegated by the PC as necessary.

·         Actively participate in meetings and learning events by providing context and programme updates relevant to DS programme activities in South West State to help generate knowledge, facilitate lesson learning and its disseminations to others.

 

Adherence to Concern’s policies and guidelines:

·         Ensure staff members under your reporting strictly comply with programme security management plan and SOPs.

·         Comply with and ensure direct reports’ knowledge and compliance with the commitments and rules of Concern’s Code of Conduct and Associated Policies (Programme Participant Protection Policy, Safeguarding, Anti-Trafficking), including the respect of confidentiality amongst relevant staff and partner organizations.

·         Ensure that communities are aware of and understand Concern’s Code of Conduct and associated policies, and are able to give feedback or raise issues where they arise.

·         Any other ad hoc duties as may be assigned by the line manager that is consistent with the nature of Concern operations.

 

Accountability

In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

·         actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);

·         work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;

·         Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Concern’s Code of Conduct (CCoC) and its associated policies

Adhere to the standards of conduct outlined in the (1) Programme Participant Protection Policy; (2) Child Safeguarding Policy; and (3) Anti-Trafficking in Persons Policy.

Essentials:

·         Bachelor Degree in International Development/Relations, Livelihoods, Urban Planning, community development or related fields. Master’s Degree will be an added advantage.

·         5 years’ experience working in community driven development, Durable Solutions, Resilience, Peacebuilding and/or multi-sectoral programming, particularly in a highly unsecured environment

·         Direct experience-managing activities that centrally employ adaptive management and community-based approaches to peacebuilding, community driven development and community contribution.

·         Experience working with and managing local partner relationships

·         Experience working with displacement affected communities, as well as other related or vulnerable populations

·         Experience working in a consortium is a plus.

·         Experience designing, implementing and reporting on multi-sectoral programmes

·         Good managerial and leadership skills, ability to work effectively with people

·         Able to provide training on and implement Code of Conduct, SPHERE and CHS standards.

·         Strong written and verbal communications skills and good command of English and Somali.
