Overview of position

  • Our client is one of the major humanitarian organizations in Somalia providing integrated humanitarian services including provision of health services targeting migrants & host communities. They are currently implementing its migration health program across Somalia. In this context, they are seeking for a qualified Programme Assistant based in Garowe office to support & support program implementation in all MHD activities in Garowe Somalia.
  • Under the direct supervision of the Health Program Officer & under the overall supervision of the Program Manager Migration Health, the successful candidate will be responsible for providing technical & operational support to our clients health programming in Garowe & surrounding areas, including quality control of healthcare services at all of our client supported clinics, capacity building of seconded Ministry of Health clinical staff, administrative & financial support to enable program implementation & liaising with Ministry of Health & other government counterparts.

Role objectives

  • Provide constant support to the work of MOH seconded staff in Garowe.
  • Follow up on the implementation of projects to facilitate & monitor the effective & timely delivery of basic services.
  • Assist in monitoring clinical & nutrition service delivery to verify if it meets our clients quality standards.
  • Support inventory management of health supplies & asset movements in close collaboration with MHD central team.
  • Verify, compile & send MOH seconded staff & vendor documents to MHD central team. This includes timesheets, vehicle log sheets goods & service delivered notes, invoices etc.
  • Submit weekly reports to the Health Program Manager on program activities, coordination meetings, administrative issues, etc.
  • Provide support to daily operations & monitoring of MHD program activities in Garowe.
  • Support conducting appropriate monitoring, evaluation, review & quality.
  • Assist to build the capacity of MOH seconded staff through training & other capacity building activities.
  • Perform any other relevant tasks assigned by the Health Program Manager.

Project reporting

This role will work under the direct supervision of the Health Program Officer & under the overall supervision of the Program Manager Migration Health.

Key competencies

  • University Degree in Nursing, Public or Community Health Studies from an accredited academic institution with a minimum of 3 years relevant experience, or Diploma in a Health related field with 5 years’ experience or completed High School from an accredited academic institution with a minimum of 5 years relevant experience.
  • A minimum of 3 years of experience working in emergency & / or community development in an aid organization in Somalia & / or with Somali migrants & mobile populations.
  • Experience with an international organization is an advantage.
  • Experience in capacity building of Health Workers in clinical service provision.
  • Ability to work independently with limited day to day operational support.
  • Experience in effectively liaising with government & local authorities.
  • Experience in project management & start up of new projects is an advantage.
  • Experience in monitoring & evaluation of project performance is an advantage.
  • Experience in humanitarian programs for migrants & IDPs is an advantage.
  • High level of computer literacy (MS Office Word, Excel, Outlook).
  • Excellent communication skills both oral & written.
  • Ability to prepare clear & concise reports.
  • Strong strategic, analytical & creative thinking skills.
  • Personal commitment, efficiency, flexibility & drive for results.
  • Demonstrated gender awareness & gender sensitivity.
  • Capacity to work effectively & harmoniously with colleagues from various professional backgrounds.

  • Fluency in English & Somali. Arabic is an added advantage.
