A. Background
The US $52 million Somalia Empowering Women through Education and Skills
project – “Rajo Kaaba” – is being financed by an International Development
Association (IDA) grant to the Federal Republic of Somalia in the amount of
SDR18.6 million (US$25.0 million equivalent) complemented by a US$25.0 million
grant from the Somalia Multi–Partner Fund (SMPF) and a US$2.0 million grant from
the Early Learning Partnership Multi–Donor Trust Fund.
The World Bank Board, acting as the administrator of the three grants mentioned
above, approved the Rajo Kaaba on June 27, 2022.
The project development objective (PDO) is to improve literacy and numeracy
skills of women in selected areas and to prepare women for leadership roles.
Attainment towards the PDO will be measured by the following three outcome level
indicators:
a) Beneficiaries advancing at least one–level in Somali reading assessment
(disaggregated by gender and disability status);
b) Beneficiaries advancing at least one –level numeracy assessment
(disaggregated by gender and disability status); and
c) Female graduates of women’s college and women’s development center
programs in leadership roles (cumulative, disaggregated by disability
status)

A. Background
The US $52 million Somalia Empowering Women through Education and Skills
project – “Rajo Kaaba” – is being financed by an International Development

To achieve these objectives the project is comprised of the following three
components:
(a) Component 1. Skills for Life and Labor Market Success (US$25 million). This
component will support adolescent girls and women to acquire basic literacy and
numeracy skills, cross–cutting socio–emotional and life skills, and skills to improve
their livelihoods.
(b) Component 2: Higher Skills Development for Women’s Leadership (US$20
million). This component will create a consortium of women’s colleges and
women’s development centers to expand women’s higher education access and
leadership development opportunities; and
(c) Component 3: Technical Assistance and Project Management (US$7 million).
This component aims at supporting systems strengthening efforts, technical
assistance, and project management, including on data systems, policy, and
strategy development, remote delivery of services, monitoring and evaluation, and
capacity building at federal and state level.
During implementation, the project is expected to benefit at least 28,500 young
women and up to 3,000 disadvantaged young men aged 15–35 from primarily
marginalized and vulnerable populations, including Internally Displaced Persons
(IDPs), in a set of target districts across Somalia, including Somaliland.
B. Scope of work
The overall responsibilities of the Procurement specialist include.
(1) to advise the project manager on all procurement aspects of the Project.
(2) He/she will be responsible for implementation of procurement activities within the
Somalia Empowering Women Through Education and Skills.
(3) The Procurement Specialist will work with other officers in the project
implementation unit to perform all necessary procurement. The Procurement
Specialist will also carry out all procurement of goods, works and services according
to World Bank Procurement Regulations
The Procurement Specialist will also work closely with other relevant project staff whose
functions directly depend on the functional state of the procurement (e.g., FM specialist, etc.).
The Procurement Specialist will report to the Project Manager.
Under the leadership of the Project Manager, duties of the Project Procurement Specialist
will include but not limited to:
❖ Ensure that complete documentation is maintained on all procurement cases and
coordinate and respond to procurement queries, disputes, and complaints.
❖ Participate and provide guidance to the evaluation process and the preparation of
prepare Bid/Proposal Evaluation Report and Award Recommendations.
❖ Provide guidance to contract management oversight for goods and consulting services
to be procured and associated ancillary services.

❖ Ensure timely preparation/updating, and submissions of the project procurement plan
for review and approval by the Bank.
❖ Verify that procurement requests are in accordance to the approved procurement plan.
❖ Ensure that procurement procedures are in line with the Bank’s Procurement
Regulations and the provisions of the Project Implementation Manual are followed.
❖ Prepare and publish general and specific procurement notices/ invitation for bids and
work closely with user departments to ensure that Terms of Reference or technical
specifications are obtained timely from relevant technical departments and
beneficiaries.
❖ Lead the bidding and selection processing, including organizing pre–bid or pre–proposal
meetings, providing clarifications, coordinating the Receipt of bids/proposals, leading
and participating in the opening of bids/proposals/ expressions of interest.
❖ In close consultation with User Departments, participate in Evaluation of Expression of
Interest, Quotations, Bids and Proposals.
❖ Coordinate/make arrangements and participate in contract negotiations for consultancy
services and technical discussions for works where applicable to provide technical
guidance.
❖ Prepare draft contract for Bank’s consideration ensuring timely signing of contracts,
ensuring timely clearance of procurement documents by the Bank.
❖ Support capacity building efforts and mentor colleagues by sharing knowledge on
procurement of goods, works and services.
❖ Prepare Procurement progress reports at a minimum on monthly basis, highlighting
among others the progress on processing various contracts, constraints met and any
other issues that require management attention.
❖ Participate in contract monitoring and administration, liaise with the technical teams to
ensure procurement contracts are efficiently managed, monitored and executed on
time in order to get the value for money.
❖ Monitor and track contracts being processed, identify constraints/challenges/issues
especially deviations from agreed procurement schedules and seek to resolve issues
in a timely manner in appropriate consultation with Management.
❖ Maintain complete procurement files and records including all correspondence related
to procurement activities.

Procurement Reviews (PPR) exercise (if any), and follow up implementation of PPR
recommendations.
❖ Report immediately to the project manager any noted fraud and corruption or
governance issues with staff, bidders and consultants, and pass to the manager if not
addressed.
❖ Carry out any other duties as may be assigned from time to time.
C. Qualifications
The individual suitable for this position should have the following qualifications:
❖ Degree in business administration/ economics/ finance/ law, Engineering,
Procurement and Supply Chain Management or related field, from a recognized
university, (master’s degree and final examination of Chartered Institute of
Purchasing and Supply or equivalent) will be an added advantage.
❖ A minimum of at least 7 years of direct relevant experience including broad expertise
in the management of procurement in the public sector or private sector
organizations.
❖ Minimum of 3 years’ experience in implementing procurement actions
according to international organizations guidelines such as World Bank,
African Development Bank, the United Nations etc. for procurement of goods,
works and services.
❖ Proven experience in implementing procurement of high value contracts in
education or in the social sector or in civil works. Supply of goods and
consultancy services and procurement planning is an essential requirement.
❖ Proven experience in contract management.
❖ A proven integrity records.
❖ Good communication and interpersonal skills;
❖ Ability to solve complex problems involving multiple stakeholders and
constraints.
❖ Possesses strong negotiation skills and persuasiveness in presenting,
negotiating and resolving highly complex issues, both orally and in writing.
