Job Details

Trócaire is one of Ireland’s top International NGOs having over 40 years of experience in international Development. Trócaire works through local partners and is a member of worldwide networks such as Caritas and Cooperation Internationale pour le Development et la Solidarité (CIDSE).

Trócaire has been working in Gedo for the last 31 years. Currently Trócaire implements Health, Nutrition and Education Programme activities and at times uses local organisations working in Gedo in the livelihoods and education sectors as partners.

The programme is now recruiting a Primary Health Supervisor. The PHS provides technical leadership, guidance and training as well as providing hands on support to Ministry of Health and District Health Boards (DHB), and community groups to enhance their capacity and skills in the rollout of Community Health and Nutrition interventions.

Reporting to Humanitarian Coordinator, this is a fixed term contract for one year and is based in Dollow, Luuq, Burdhubo & Garbaharey, Gedo region.

Key responsibilities:

  1. Program Management
  • Ensure provision of good quality community health services in villages in the Gedo Region.
  • Provide technical supervision and support to health activities.
  • Ensure health programs adopt standardized protocols, policies, and guidelines according to the Somalia Ministry of Health and WHO and that relevant staff are trained in and conversant on the same.
  • Encourage community participation in health activities to ensure long term ownership for the effectiveness of program.
  • Anticipate changing needs and engage in the development of emergency preparedness plans, including disease surveillance and contingency planning.
  • Support the Program Coordinator/Humanitarian Coordinator in negotiating new or changed project activities with local health/community authorities.
  1. Reporting/Monitoring and Evaluation
  • In coordination with the Humanitarian Coordinator and MEAL Officer analyse routine data including monthly project IPTTs and prepare timely program reports that reflect both donor requirements and Trocaire internal systems.

Prepare information for and write timely and accurate reports with appropriate data presentation and contextual analysis in collaboration with the Humanitarian.

  1. Program Management

•Prepare information for and write timely and accurate reports with appropriate data presentation and contextual analysis in collaboration with the Humanitarian Coordinator, reflecting progress against set objectives and newly defined needs and challenges.

• Ensure facilities have adequate medical and nutrition supplies and monitor appropriate use of supplies including tracking of supplies and reporting.

• Organize and participate in quarterly joint monitoring and support supervision with the MOH, DHB and other stakeholders.

  1. Representation

•Coordinate and represent the organization at health & nutrition coordination meetings as well as other coordination meetings which are relevant to the project.

•Ensure monthly 4W matrix is submitted to the relevant cluster (health & nutrition) and provide any relevant information requested by the clusters.

•Serve as a liaison with MOH/DHB on matters related to the project to ensure programmatic accountability.

•Ensure maximum visibility of the agency amongst the NGO community in Gedo.

•Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.

  1. Program Development

•Monitor the health and humanitarian situation in the program area and propose appropriate action in collaboration with the Humanitarian Coordinator.

•Undertake/assist with community needs assessments, joint RNAs and coordination by other actors & relevant stakeholders as necessary.

5. Human Resources Management

•Assist in the selection and training of Community Health workers and Volunteers in consultation with the District Health Board and MoH.

•Supervise CHWs on a daily basis to ensure smooth and effective operations.

•Maintain open lines of communications with all field staff.

6. Training/ Capacity Building

•Ensure professional development for DHB project staff (DHB), CHWs & VHCs through assessment of training needs and capacity building activities to facilitate maximum use of their skills and full participation in Primary health activities.

•Ensure timely staff (Nurses, CHWs) performance evaluations with support from DHB/MoH and Humanitarian Coordinators.

7.Working Relationships

•Ensure program progress through frequent communication with Humanitarian Coordinator, Logistics and Finance team to ensure coordination of program supplies are consistent with management of budgets, including budget forecasting and development of spending plans.

•Interface with national government and relevant agencies as necessary

8. Other

•Carry out any other responsibilities as requested by the Humanitarian Coordinator or Country Management team

Essential Requirements:

A nursing degree or a Public Health degree with strong clinical background

At least three years’ clinical experience

At least one-year experience working in community health intervention.

Experience/knowledge of MoH systems, particularly at the regional and district level

Knowledge/experience of the challenges of working with and through local partners.

Familiarity with/experience in the public health approach

Skills:

Essential Experience and Skills

Computer and report writing skills.

Fluency in Somali and English Language.
