Org. Setting and Reporting
This position is located within the External Relations and Coordination Section of the United Nations Support Office in Somalia (UNSOS) based in Mogadishu. The incumbent will report directly to the the Senior Political Affairs Officer in the Office of the Assistant Secretary-General (OASG).
Responsibilities
Under the direct supervision of the Senior Political Affairs Officer: • Prepares briefing notes and talking points for the Senior Political Affairs Officer, Head of the Mission and other senior staff. As requested, provides guidance and advice on assigned issues to the head of mission, as well as other selected offices of intergovernmental bodies concerning assigned areas of work, status of negotiations, and the approach to various issues including interpretation of the rules of procedure. Develops and maintains relations with government officials at the working levels and advises them on issues and policies of mutual concern. • Participates as a member of a team dealing with a variety of political issues in a Somalia and Kenya. Attends meetings to identify the scope of the project, considers methodologies, and participates in developing guidelines, terms of reference and operational plans and time frames for new assignments. Assists in planning, coordinating and supporting programmes, projects and activities requiring mission involvement and participation. • Assists the Senior Political Affairs Officer in providing political advice to the Head of UNSOS in relation to the delivery of the support package to the African Union Transition Mission in Somalia (ATMIS), Somali Security Forces (SSF), UN Assistance Mission in Somalia (UNSOM) and other clients that UNSOS supports. • Supports the Senior Political Affairs Officer to liaise with key interlocutors such as senior Mission staff, ATMIS, Host Governments of Somalia and Kenya, the African Union, Troop/Police Contributing Countries (T/PCCs) and Member States on the implementation of the UNSOS mandate to ensure that the Head of UNSOS is kept fully informed of developments and initiatives related to the Mission, and use such contacts to assist in the formulation of policy directions, as well as to communicate the Mission’s priorities. • Assists the Senior Political Affairs Officer in devising strategies for the political direction and outreach of the Mission, including through production of policy and advisory papers on strategic issues, draft inputs to reports of the Secretary-General, draft regular reports on UNSOS’ support package. Supports an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and gender perspective into the policy, planning and operational activities of the unit. • Supports the Senior Political Affairs Officer in the formulation of the work programme, budget and medium-term plans of the unit by participating in meetings and compiling or researching issues related to the mission. • Accompanies the Head of UNSOS to meetings at the AU Headquarters or T/PCC Headquarters as may be required from time to time. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in Political Science, Management or Development, or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, monitoring and evaluation, facilitation and/or coordination is an asset.

Work Experience
A minimum of five (05) years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience in working with the Host Government; Agencies and Diplomatic community is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage. NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and ” Knowledge of” equals a rating of ” confident” in two of the four areas.

Appointment or assignment against this position is for an initial period of one year. Therefore, this position is funded for an initial period of one year.
