• UNSOS Resource Mobilization Strategy and Workplan with technical inputs/comments.

• Strategic communication outputs including social media cards/templates, fact sheets, message templates for fundraising campaigns on UNSOS and partners’ digital platforms.
• PowerPoints of UNSOS capacity building training package and training report.
• Report on Resource Management and donor engagement support provided to UNSOS staff.
• Relevant staff trained to continue the resource mobilization initiative within six months.
• Copies of all developed documents with technical inputs/comments.

Duties and Responsibilities

The position of the Resource Mobilization Consultant is located in the United Nations Support Office in Somalia (UNSOS) and is based in Mogadishu. The Consultant will report directly to the Assistant Secretary-General and Head of UNSOS, and will work closely with the Head of Communications, Senior Advisor and Head of External Affairs, and liaise closely with the Director of Mission Support.

Under the general guidance and supervision of the Head of UNSOS, the Resource Mobilization Consultant is responsible for facilitating all UNSOS/Trust Fund resource mobilization efforts and supporting broader engagement with donors in close collaboration and coordination with Federal Government of Somalia (FGS) counterparts. S/he will be accountable for developing, managing, coordinating and networking a resource mobilization and partnership strategy in support of the Somali Security Forces Trust Fund, and be responsible for providing quality assurance and oversight for the preparation of donor updates, information materials, briefings, reports and proposals in line with UNSOS’ mandate.

In close collaboration with the Office of the Assistant Secretary-General (OASG), the incumbent will be responsible for building the capacity of designated UNSOS staff to strengthen relevant skills for effective resource mobilization. S/he will develop guidelines and templates for relevant reporting to donors and the UN Headquarters.

Ability to implement clear goals that are consistent with agreed strategies, identify priority activities and assignments, adjust priorities as required.

Key Activities (Duties and Responsibilities)

• Resource Mobilization Strategy and Workplan

The Resource Mobilization Consultant will develop a strategy and work plans for cultivating and maintaining good donor relations, including through contributing timely responses to donor queries, developing ideas to increase fundraising, proactive formulation of donor briefing materials and facilitating donor missions to Somalia. S/He will also develop strategy documents, project proposals, briefs and other documents related to programmatic areas.

Ensure that the OASG has a well-prioritized and realistic resource mobilization and partnership strategy that will provide resources and partnerships to implement SSF priorities for the transition period and beyond.

• Establish and manage resource mobilization partnerships and networks

Network and engage with donors and partners to mobilize resources in close collaboration and coordination with FGS, including the Somali National Army and the Somali Police Forces; whose support is essential to/can assist in achieving the resource mobilization and advocacy objectives of the resource mobilization strategy. Network is developed, strengthened and maintained with donor landscape and key partners.

Proven ability to develop effective long-term strategic relationships with major donors, quality fundraising plans, with appropriate allocation of time and resources, and foresee risks and allow for contingencies when planning.

• Partner Agreements, Proposals, Reports and Recognition

Develop resource mobilization proposals and align proposals and reports to UNSOS’ mandate, including ensuring quality assurance of proposals and budgets for their final clearance by the ASG before submission to donors.

Liaise closely with the Head of Communication, IMTC, Transition Cell and SSF Cell staff to produce and incorporate human impact stories, project photos and other visibility materials within reports.

Provide quality assurance of donor reporting in line with donor conditions; and ensures high donor visibility in the reporting.

Oversee the development of donor and partner visibility and recognition strategies and plans in alignment with agreements and donor requirements.

Develop the UNSOS Partnership Strategy that is relevant to its current mandate and the changing contexts (internal and external).

• Knowledge Management and Capacity Building

Maintain and/or develop appropriate knowledge management and information systems to foster good resource mobilization, utilization and reporting.

Ensure that designated UNSOS staff are pro-actively provided with professional expertise, advice and information on all aspects of resource mobilization and partnership development as required.

Conduct four capacity building training for UNSOS Trust Fund focal points and relevant staff.

Provide one-on-one sessions for UNSOS Trust Fund focal points and relevant staff on donor engagement support, and in establishing/fostering relationships with bilateral and multilateral donors, including non-traditional donors such as private sector and foundations for potential funding opportunities.

Technical review of UNSOS documents (concept notes, proposals).

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in one of the following fields is required: Business Administration, Marketing, Communications, Fundraising, Management or another relevant technical field. Alternatively, a first level university degree (Bachelor’s degree or equivalent) in combination with two (2) additional qualifying years of experience may be accepted in lieu of the advanced university degree.
Eight years of relevant professional work experience in partnerships and resource mobilization, including direct responsibility for setting and meeting income targets is required.
Work experience in international donor and partner relations at international level is required.
Experience in working with the diplomatic community, and the ability to establish trusted partnerships to develop effective working relationships with diverse stakeholders is required.
Experience working with security sector stakeholders is desirable.
Experience in developing strategies to encourage new and increased contributions from existing donors is desirable.
