CARE INTERNATIONAL – TERMS OF REFERENCE FOR HR INTERN – GAROWE-SOMALIA

General Objective

Reporting directly to the Senior HR Officer in Garowe, the overall purpose of the position is to support the efficient administrative tasks of the Somaliland HR unit by documenting employees’ letters, contracts, and performance forms, updating leave plans of the departments, and record-keeping & filing.

The position holder will provide practical, consistent, and proactive support in recruitment and the continued digitalization of personnel files of Somaliland staff.

Specific Roles and Responsibilities 

  1. Records Management
  • Responsible for creating and maintaining an efficient and accessible HR filing system.
  • Update employee files to document HR actions
  • Examines employee files to answer inquiries and provides information to authorized Persons.
  • Ensure that all HR-generated paperwork is filed correctly and without delay.
  • Maintain and ensure confidentiality of the human resources issues/records
  • Organize and maintain all relevant personnel records and files and ensure that they are properly kept in a secure manner and are easily accessible.
  • Create files for new hires, collect new hire documentation follow up with staff on any missing documents from the staff files.
  1. Recruitment & Selection
  • Ensure that all Employee Request Form (ERF) is fully signed before posting job adverts and ensure that Project/department details are correct, the title of the position and Grade are in line with CARE Somalia structure.
  • Provide HR administrative support such as posting of advertisements, inviting candidates for interviews, preparing interview folders, organizing interview venues etc, during staff recruitment processes
  • Download the received applications from the recruitment port and organize them in folders for ease of application review
  • Review the recruitment portal routinely and download applications as we receive
  • Support in drafting employment contracts and other letters for review by SHRO and eventual sign-off.
  • Notify the unsuccessful candidates after the selected candidate accepts the offer
  1. Staff Identification & Medical
  • Ensure all employees have appropriate identity cards and process staff requests as they come
  • Administer the medical insurance on the staff reimbursement claims
  • Process the applications of the lost cards from the staff
  • Ensure that appropriate cards and other documentation are surrendered by those who separate from CARE
  1. Casual & Enumerator Contracts
  • Offer support to program/support staff in the recruitment of casual staff in line with CARE policy.
  • Keep the casual contracts in the record for future reference and audit purposes
  • Process the payments to the casual contracts once you receive the work completion report signed by the supervisor
  • Provide the list of enumerators to the program team as you receive their request, and ensure you receive (the ToR, and a completed ERF) before you prepare their contracts.
  • Ensure the enumerators sign the contracts before they start any work
  1. Any other duties as assigned
  • Conduct HR Administrative tasks as may be assigned from time to time.
  • Assist the SHRO team with any urgent task.

Skills and Qualifications

 

   Required Qualifications

  • Bachelor’s degree in Human Resources Management, Business Administration or related field.
  • Minimum of one (1) year of work experience in a busy HR department
  • Previous NGO work experience will be an added advantage.
  • The ideal candidate should have a proven ability to handle challenging workloads.
  • Demonstrated skills in human resources management.
