JOB DESCRIPTION
NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).
NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda, Tanzania and Sudan). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.
General Responsibilities
- Ensure adherence by BRCiS with NRC Somalia organizational policies, procedures, tools, handbooks and guidelines for project cycle management.
- Prepare and develop status reports as required by management.
- Promote and share ideas for improvement of programming function and quality.
- Ensure proper filing of documents, ensuring proper maintenance of all hard copy project documentation and timely uploading of documentation onto the SharePoint (365 NRC Intranet).
- Participate in external coordination meetings as may be appropriate.
- Proactively support initiatives to strengthen staff capacity to effectively use NRC systems and related tools for effective project cycle management.
- Other responsibilities as assigned by the BRCiS CMU Programme Manager, Chief of Party, or other leadership.
Specific responsibilities
Project Reporting
- Maintain the BRCiS project reporting schedule/Grants Snapshot and associated tasks including regular preparation and dissemination of reporting deadlines and templates with BRCiS Members.
- Coordinate development of project reports for the consortium and be responsible for the quality and timely submission of required reports to NRC RO, HQ, Donors and agencies/partners; consolidated project reports should not be a copy and paste of individual Members’ inputs, but rather demonstrate a coherent project narrative.
- Work alongside CMU Project Managers for respective projects on the quality control of reporting inputs.
- Close the loop on all project reporting, ensuring that final materials are filed and accessible to BRCiS Members.
Subgrant Management
- Prepare draft subgrant agreements for BRCiS Members, cascading necessary contractual requirements from prime awards and additional CMU project management requirements.
- Follow up and maintain a record on BRCiS Members’ compliance with subgrant agreement terms including compliance requirements, punctual submission of reports, and other requirements.
- Provide necessary support to BRCiS Member staff to ensure adherence to donor regulations and requirements.
- Oversee modifications to subgrant agreements as required in case of project revision, including as part of allocating the BRCiS III Crisis Modifier in collaboration with the BRCiS III CMU Project Manager and the CMU Finance Team.
Project/Proposal Development
- Prepare and maintain project development timelines and supporting project development documentation (templates, guidance notes, annotated calls for proposal, etc.).
- Support the BRCiS CMU Programme Manager, other CMU teammates, and BRCiS Member representatives with program design, with a focus on compliance with donor requirements (including governing regulations as well as specific call for proposal requirements).
- Compile proposal inputs from Members and CMU teammates into consolidated first drafts with a focus on a single, coherent consortium narrative and not copy and paste of various inputs.
- Close the loop on all project reporting, ensuring that final materials are filed and accessible to BRCiS Members.
Critical interfaces
- Project reporting and project development: BRCiS Members’ project managers, BRCiS CMU Project Managers & Programme Manager, BRCiS MEAL Team, NRC East Africa Regional Office
- Project quality control, Member capacity development, and routine support: CMU Programme Manager, CMU Finance Team, CMU MEAL Team, BRCiS Members’ project managers, downstream partners of BRCiS members, other field focal points
Competencies
Professional competencies:
- Applicable degree in international relations, business, economics or related field.
- 3 years’ experience in humanitarian/development aid in complex and/or insecure environments, preferably in East/Horn of Africa.
- Demonstrable experience working for or in close partnership with local organisations in Somalia.
- Have practical working knowledge of Theory of Change, Results Based Frameworks, Proposal Writing, Project Cycle Management
- Strong communication skills (written and verbal), with proven experience explaining complex concepts simply to diverse audiences with little or no native English proficiency.
- Proven track record of remote collaboration, including mastery of Microsoft Teams suite of remote meeting and coordination tools (Teams, Sharepoint, etc.).
- Ability to work closely with field based national staff and experience in various staff training and development approaches.
- Strong planning, monitoring and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks.
- Ability to write high quality concept notes and technical sections for donor proposals.
