The Bank of Somaliland (hereinafter referred to as “the Bank”) was established in 1994 with the mandate of ensuring financial stability and oversight of financial institutions in Somaliland. In December 2019, Somaliland’s Anti-Money Laundering Law No. 87/2019 formally established a Financial Intelligence Unit (FIU), an independent department within the Bank responsible for receiving, requesting, analyzing, and disseminating information concerning money laundering and terrorist financing. Part of the immediate priorities of the FIU Department in 2023 is the development of a five-year strategic plan to identify goals, allocate resources, and increase visibility.
To support the Bank’s ongoing efforts to strengthen its FIU Department, IDLO is seeking to recruit, on behalf of the Bank, a Strategic Plan Consultant to support the formulation of the FIU Department’s five-year strategic plan for the 2023 -2027 period. He/she will work under the supervision and guidance of Somaliland – FIU Director The consultant will be responsible for the following tasks:
- Desk review of relevant documentation, including the legal and institutional frameworks governing the establishment and functions/operations of the FIU Department, previous FIU strategies, AWPs, annual reports, internal control policies, communication strategy, etc.
- Stakeholder mapping and analysis.
- Review of institutional capacity, organizational set-up, financial and administrative systems against the FIU Department mandate and the identified strategic objectives and key result areas.
- Consultations with relevant stakeholders to identify the strategic plan focus areas, objectives, and key result areas.
- Drafting of the strategic plan and the results and resources framework for the strategic plan.
- Presentation of strategy to stakeholders for validation.
- Finalization and submission of strategic plan.
Job Requirements
Education and Professional Experience
- Master’s degree in Business Administration, public administration, or a related field or related field.
- At least eight (8) years of relevant experience in strategic planning and management.
Languages
- Fluency in written and spoken English.
- Fluency in written and spoken Somali is an asset but not a requirement.
Specific knowledge, skills, and competencies
- Proven experience in undertaking similar assignments.
- Excellent analytical, writing, and communication skills.
- Strong communication and interpersonal skills and the ability to develop excellent relations with national counterparts.
