Position Title: Finance Assistant (Account Payable) – 2 positions

Vacancy Number: SVN/IOMSO/022/2023

Duty Station: Mogadishu, Somalia.

Classification: General Service Staff, Grade G5

Type of Appointment: Special Short term, six months with possibility of extension

Estimated Start Date: As soon as possible

Context:

Under the overall supervision of the Head of Resources Management) in IOM Somalia office in Mogadishu and direct supervision of the Resource Management Officer and, in collaboration with relevant units at Headquarters and the Administrative Centres, the Finance assistant will be responsible and accountable for providing effective and efficient administrative support to Resource Management Unit.

Core Functions / Responsibilities:

  1. Support the Resources Management Unit on its daily financial accounting activities, in accordance with the IOM rules and regulations.
  2. Carryout review, verification and posting of the accounts payable, verifying financial compliance with IOM financial and procurement rules and regulations and sufficiency of the supporting documentation. Proactively coordinate with programme colleagues on any findings in relation to deviation from the IOM policies.
  3. Maintain filing system in line with established in the mission procedures.
  4. Review and verify Travel Expense Claims, verify compliance with the relevant IOM instructions and sufficiency of the supporting documentation.
  5. Monitor and clear vendor accounts in a timely manner. Assist in clearing and maintaining the control accounts.
  6. Perform month end and year end closure processes and assist in the preparation and dispatch of monthly accounting returns package to be sent to the Regional Accounting Focal.
  7. Assist in the preparation of budget, accounting, financial, statistical reports, and other reports as assigned.
  8. Support the accurate performance of bank reconciliation to the respective bank General Ledgers in a timely manner.
  9. Recommend to RMO process and internal controls improvements.
  10. Perform any other duties that may be assigned from time to time.

Required Qualifications and Experience

Education

  • Bachelor’s degree in finance, Accounting, Business Administration, or any other related field with at least three years of relevant work experience. Certification in CPA II or more will be an added advantage; or
  • School diploma with at least five years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience in finance and / Accounting is required.
  • Knowledge of IOM internal procurement and financial rules is an advantage.
  • Previous experience with UN and International Agencies, or NGO’s an advantage.

Skills

  • Previous experience with UN and International Agencies, or NGO’s an advantage.
  • Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues.
  • Mature individual, able to work independently, under pressure, able to maintain accuracy, paying attention to details, meeting deadlines, and working with minimal supervision.
  • Demonstrated ability to maintain integrity in performing responsibilities assigned.

Languages

Fluency in English and Somalia is required.
