1. Background:The Republic of Somalia has received financing from the World Bank towards the cost of the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program (SCALED-UP) project; and intends to apply part of the proceeds of the above project to finance the position of the Embedded Professional Translator (Individual Consultant) for Ministry of Communication and Technology.

2 Responsibilities: The Embedded Professional Translator will provide translations and interpretation of the various draft ICT laws and policies developed by the ministry.  All other specific tasks detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: https://mof.gov.so/publications/embedded-professional-translator-english-somali-and-somali-english

1. 1. 1. Duration:The proposed duration for the assignment is Six (6) calendar months from starts date.

         Skills and Qualifications

         1. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
         2. a) Bachelor’s degree in English language, law, business law, Finance, ICT, and relevant field.
         3. b) Minimum 3 years of relevant experience in legal and policy documents translations
         4. c) Demonstrated experience in translating professional legal and technical documents with public sector and multilateral organizations (samples of previous work might be requested).
         5. d) Proposed translators should be technically competent and qualified, with a sound understanding of technical terms and terminology particularly in finance, economics, and law.
         6. e) Previous work in Somalia and experience in the current context is an advantage.
         7. f) Proven ability and capacity to deliver translations to meet tight deadlines, such as the flexibility to assign additional translators to complete an assignment on time
         8. g) knowledge of the English and Somali languages (written and spoken).
         9. h) Flexibility to work with multi-disciplinary team
         10. The Ministry of Ministry of Financenow invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).
         11. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
         12. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
