Organizational Specific Objectives 

·         Alleviate poverty by improving economic status of vulnerable communities through enhanced food production by providing farm implements and inputs and diversification of income generating activities

·         enhance emergency response and livelihood crisis intervention through provision of Food/Cash/Non-food items Relief kits delivery, Livestock take-off /re-stocking, Water trucking to pastoralists and provision of temporary shelters.

·         Improve access to Water, Sanitation and Hygiene (WASH) conditions of the poor communities through construction and/or rehabilitation of water catchment dams, installing water tanks and construction of underground water tanks, provision of sanitation facilities and hygiene awareness training and promotion hygiene education.

·         Improve access to education by children and youth through provision of facilities, teaching and learning

materials.

Eradicate harmful cultural practices like Female Genital Mutilation (FGM) and early marriages.

·         Increase opportunities for youth and Adult to further their education through distance learning.

·         Improve health status of communities through health education; environmental cleanliness, hygiene promotion and increasing access to primary health and child care centers in area of operation.

·         Enhance environmental education, awareness and participation in environmental protection and conservation activities by the communities

·         Promote peaceful co-existence and proactively resolve conflicts

·         Empower the youth to contribute to the social, economic and political development of their community

·         Create awareness of issues surrounding children in difficult circumstances with particular regard to child abuse and neglect livelihood.

Disaster Risk Reduction Officer 

The Project Officer will support the project management team and guide activity related disaster, climate adaption, ensuring high-quality, accountable, community-focused project design and implementation. with guidance and mentoring from the Project Director/Manager & coordinator, the position-holder will lead in DRR related activity planning, implementation, monitoring and reporting. He/she will drive project implementation, ensuring project activities take place on-time, on-target and within budget. she will provide support the development of community driven and integrated programming through participation in assessments, design, monitoring, evaluation and joint-planning of projects.

Job Description

·         Facilitate timely, accountable project activity planning and implementation.

·         Contribute to effective and timely implementation of community led-DRR interventions and initiatives with communities and the consortium.

·         Undertake DRR capacity building and mentoring of communities and organization staff

·         Responsible for formation/strengthening of gender balanced DRR committees.

·         Facilitate development, prioritization, timely review and implementation of community DRR action plans.

·         Ensure quality, timely reporting, assessment and baselines.

·         Stand-in external engagement to promote awareness of the program and facilitate coordination.

·         Promote accountability, compliance and good stewardship.

·         Engage essential Ministry staff, PASOS staff from other departments and staff from other organizations when engaging communities on DRR.

·         Produce quality periodic reports as required.

·         Take lead to plan and organize annual celebrations on International DRR days.

·         Consistent observation, recording and trendy analysis on early warning information for sharing with management.

Skills and qualifications

Education:

·   1st Degree in Disaster Management /Rural Development/Community Development/Natural Resource Management/Agricultural Science

Work Experience:

  • Minimum 2-3 years previous experience working rural development/community development

·         Good communication skills and ability to conduct training

·         Computer skills, good organizational and people centered management skills

·         Ability to represent the organization in key meetings.

·         Good communicator in working with local communities, local NGOs and local authorities

Proven Technical Skills:

·         Knowledge, understanding and experience in community capacity building on Key DRR components, including mitigation, preparation, response and recovery.

·         Knowledge and understanding the role of natural resources management in community DRR is essential.

·         Ability to communicate fluently in both spoken and written English.

·         Technical skills in the realms of community engagement and project-cycle management.

·         Experience in Community Vulnerability and Capacity Assessment (COVACA) is an added advantage.

·         Proven experience in project designing and implementation.

·         Good knowledge of SPHERE standards.

·         Computer literacy in MS word, MS excel and Power point.

·         Experience in community based participatory development approaches strongly desired.

·         Demonstrate knowledge and understanding of ultra-poor graduation (UPG) models and experience in community/beneficiary coaching and mentoring.

·         Experience in supervising a team of assistants and community mentors.

Competencies in Managerial/Leadership:

  • Good analytical and reporting skills with attention to detail.
  • Excellent interpersonal and time leadership skills and being able to meet deadlines.
  • Good communication and social skills and ability to work as part of a team as well as independently.

Languages:

  • Fluent in spoken and written English
