Damal Cafimaad Project Manager – Somalia National

Role Dimensions Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff
ROLE PURPOSE:
The Damal Cafimaad project manager will be directly responsible for managing the day-to-day implementation of the project in the region with coordination with the project team, the MOH at its different levels, regional and districts level to ensure successful implementation in line with approved donor agreement, budget and SC health and Nutrition thematic strategy. The manager will ensure the program is implemented with high quality by supporting the operational and technical aspects of the Damal Cafimaad program, ensuring it is implemented with quality. The project manager is expected to have strong leadership qualities, a breadth of technical expertise, project management, monitoring and evaluation, and budget management skills. S/he will ensure progress reports and project work plans are timely prepared and adhered to, as well as ensure the provision of effective technical assistance and support for health and nutrition activities in support areas, ensuring planned program activities are implemented as planned and in line with Save the Children policies and procedures, and donor requirements.
QUALIFICATIONS AND EXPERIENCE
PERSON SPECIFICATION
The post holder will be sensitive to the cultural and political environment of Somalia and will have the ability to plan and ensure the implementation of the project, and to manage resources effectively.
Essential:
- Health professional with relevant medicine and/or public health qualification, University degree with postgraduate qualification of (MPH, MBA, or MPA).
- A minimum of ten years of full-time experience in managing health service delivery projects with eight years of experience of staff and project management.
- Experience managing essential health service delivery in Somalia is strongly preferred.
- A minimum of five years of experience working in fragile contexts. Experience working in Somalia or other similar contexts.
- Demonstrated experience establishing management systems for health service delivery.
- Experience with health service quality improvement preferred.
- Excellent management and leadership skills.
- Excellent organizational skills with the ability to execute complex tasks in a timely manner.
- Willingness to travel to remote areas.
- At least three years’ experience working with Governments and partners in fragile contexts.
- Experience with Somalia’s Government at the Federal and State levels is preferable.
- Excellent quantitative and qualitative analytic skills.
- Strong diplomacy skills.
- Excellent communications skills including the ability to synthesize complex information for use across different audiences in both written and oral form.
- Previous experience in coordinating, implementing and managing complex health programs with INGO’s in developing countries and/or IDPs settings.
- Experience in situation analysis, health assessments and program implementation.
- Excellent skills in monitoring implementation of Health programme activities.
- Excellent oral and written communication skills.
- Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.
- Excellent computer skills: MS Word, Excel, Power point, Epi-Info/SPSS, Outlook and the internet.
- Ability to multitask, work under pressure, exercise flexibility and adaptability to transition.
