About Human Appeal 

Here at Human Appeal we have an exciting opportunity for a Country Director to be based at our Mogadishu office in Somalia. This is a 12 month fixed term contract. You will be offered a salary range $3300- $4,100, note that salary will be dependent on your experience. The role will be reporting to the Global Director of Programmes in the UK.

Human Appeal is a faith-based non-governmental and non-profit organisation that aims to abolish poverty by providing humanitarian aid, sustainable development programs and championing advocacy for our beneficiaries worldwide.

We are currently recruiting for a dynamic Country Director to be based in Mogadishu and successfully lead and continue to expand our mission in Somalia, where we have built an excellent reputation for our work delivering food security and livelihoods, WASH and education programmes.

Main Job Purpose

Provide overall management of region in accordance with organizational strategies, by actively networking with external stakeholders to explore potential resources and programme opportunities, as well as appraising performances to assure high quality of daily operations and projects.

Essential Job Responsibilities

Leadership and Representation

  • Lead the country program by maintaining open and professional relations with colleagues, promoting a strong team spirit and providing guidance, oversight and resources to enable staff to perform successfully.
  • Develop and carry out strategies that result in strong representation with the Country office and Government authorities at various levels; donors including UN and other international organizations; international and local NGOs; and networks such as Commisisons and  steering Committes.
  • Ensure that Human Appeal remains a partner of choice for major international donors.
  • Develop and maintain a high level of understanding of donor priorities and planned funding.
  • Initiate and sustain strong, mutually beneficial and authentic partnerships with country organizations.
  • Seek out and pursue opportunities to raise the profile of the work of the Human Appeal and its partners in the country office, as well as the lives and the needs of the people the HUMAN APPEAL seeks to serve.
  • Play a leadership role in efforts to improve humanitarian response coordination and play an active role in the Humanitarian Country Team.
  • Lead country program collaboration with colleagues in the Human Appeal’s Regional Response to deliver regional programming and advocacy.

Strategic Direction, Program Quality and Growth

  • Set the strategic vision and direction of the country program to serve more people with responsive, high-quality programming, and secure the resources necessary to do so.
  • Align programming to the country program strategy action plan, sectoral expertise and technical standards.
  • Ensure program quality through consistent use throughout the country program of: rigorous assessment, design, and proposal development and review processes; comprehensive monitoring and evaluation, accountability and learning systems; staff development investments; and partner organization capacity strengthening.
  • Remain current on national and regional issues impacting the country program and partners and develop responsive strategies to ensure Human Appeal’s mission can be carried out appropriately in rapidly changing contexts.
  • Ensure country program alignment with and involvement in meeting regional objectives.
  • Identify opportunities for appropriate expansion and growth of programs, supported by the acquisition and investment of human resources.
  • Ensure timely submission of competitive, responsive and high-quality proposals, and support colleagues in negotiations with donors.

Stewardship and Operational Management

  • Drive operational excellence to achieve optimal efficiency and cost-effectiveness in all functions and operations of the country program.
  • Oversee the deployment and utilization of financial and operational policies, procedures, and systems to deliver compliance with Human Appeal and donor requirements.
  • Ensure responsiveness and appropriate levels of in-person and remote support to all offices, especially in the areas of HR, finance and supply chain.

Programmes Monitoring and Evaluation: 

  • Ensure effective and continuous monitoring of the appropriateness, effectiveness, impact and direction programmes implemented by HA
  • Participate in the appraisal process and ensure that agreed objectives are achieved, taking responsibility for directing own learning and development activities (e.g. private study, e-learning)

Local Fundraising & Liaison with Funders/Donors

  • Ensure a regular flow of information is available to the funding departments and to donors and official funders as required by the various funding mechanisms. 
  • Establish and develop working relationships with key donors and actively develop local funding sources appropriate to HA’s resource needs. 

Financial Management & Control

  • Ensure that the control of expenditure and the disbursement of resources are in accordance with established procedures and maintain the financial and legal integrity of the organization. 
  • Maintain effective and coordinated budget monitoring processes for grant funds and discretionary funds.
  • Provide progress and financial reports as required by the government and HAI’s accountability procedures and as required by other organizations.  
  • Provide timely and effective oversight of the original program’s financial position.

Human Resource Development & Management

  • Maintain effective and appropriate staff recruitment, induction, appraisal, remuneration and development practice at all levels to ensure the optimum utilization and development of HA’s human resources. 
  • Appoint, develop and manage senior management staff. Ensure a high caliber of staff is recruited while promoting affirmative action within the organization.
  • Encourage a corporate perspective amongst staff and actively promote staff exchange, and development schemes, where these contribute to the meeting of HA programme objectives and priorities

Experience and Technical Competencies

  • A post-graduate degree in development, international relations or related field.
  • Minimum 7 years of progressively responsible INGO work experience, including at least 3 years in a leadership role at the Country Director or Head of Mission level. 
  • Proven track record of leading and motivating multi-disciplinary teams and operations across many locations, with a demonstrated ability to work in complex contexts.
  • Experience with financial management, donor compliance and reporting
  • Experience of managing security, risk and legal compliance within an INGO context
  • Strong political, cultural awareness
  • Necessary computer skills (like MS Office)
  • We require fluency in English, Arabic language or the ability to read Arabic script is a strong advantage.
