Assistant Logistics & Procurement officer

JOB SUMMARY

The assistant Logistics and Procurement Officer is responsible for implementing procurement, transport, storage and inventory management activities for LWF Somalia project in line with organizational policies and standards.

DUTIES AND RESPONSIBILITIES

  • Managing all logistical aspects of the project, namely procurement, transport, stores, assets, properties, compound based on LWF/DWS policies and guidelines.
  • Develop and implement the procurement plans ensuring project proposals and budgets reflect optimal logistical considerations.
  • Manage and maintain the procurement and logistics database.
  • Enhance the control systems in procurement, transport, stores, by conducting regular and timely checks and inspections.
  • Maintain effective relationships with team members, agencies, partners and other stakeholders to ensure business optimization and continuity.
  • Prepare timely and accurate monthly, quarterly, bi-annual and annual reports to aid in management decision-making.
  • Support the program team in proposal development on matters accurate pricing of goods and services as per prevailing/projected market prices.
  • Participate in projects progress monitoring and write shops.
  • To receive Demand Forms, record and seek best prices for items requested by getting quotations from different vendors, taking into consideration quality of goods.
  • To generate Purchase Orders (POs) based on the above considerations, and issue them to the vendor after they have been properly approved as per the Procurement Procedures.
  • To maintain a filing system for all procurement documents. These will include the Demand Form, Quotations, Purchase Orders and Goods Received Notes.
  • Processing of invoices, getting them authorized and sending them to finance for Payment. This will also involve maintaining an invoice register.
  • To ensure prompt delivery of project goods to the project sites by arranging for either air or road transport. Ensure that waybills/gate passes are written for all goods leaving the stores, and follow-up made to ensure signed copies are returned from the field
  • Maintain an up to date asset register for all assets in the in the LWF Somalia Office and reporting on monthly basis.
  • Ensure that all LWF/WS assets are coded/tagged appropriately.
  • To assume such other responsibilities as may be assigned to him/her by the Team leader.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Supply Chain Management, Logistics, Procurement or related field.
  • Minimum of 3 years of work experience in a similar role.

COMPETENCIES

  • Working knowledge of Project Management Cycle.
  • Excellent communication, organization and presentation skills.
  • Good analytical and problem-solving skills.
  • Ability to work independently with guidelines and clear expectations.
  • Proficiency in MS Word, Excel and other related programs.
  • Ability to tolerate cultural, educational and religious diversity in the workplace.
  • Report writing skills.
