Background on ACTED
Created in 1993, ACTED is an international non-governmental organization pursuing a dual mandate of emergency response and development interventions in 40 of some of the world’s most vulnerable countries affected by conflicts, disasters, or socio-economic hardship. REACH was born in 2010 as a joint initiative of two INGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction, and development contexts, supporting, and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.
COUNTRY PROFILE
REACH has been operating in Somalia since 2012 and has multiple research cycles including two large-scale national assessments (Joint Multi-Cluster Needs Assessment and Detailed Site Assessment) as well as several other smaller assessments all aimed at providing intersectoral analysis of the response. In addition, there is a cash and markets team, which provide third party monitoring to the largest cash consortium in Somalia and Joint Market monitoring for the Shelter, NFI and WASH clusters.
REACH is looking for professionally confident, self-motivated, experienced, and committed team player to fill the Assessment Officer Inter-Sectoral Unit (ISU) position, in Mogadishu Somalia.
Position Profile:
The REACH Inter-Sectoral Unit Assessment Officer is responsible for supporting the planning, implementation and follow up of Inter-Sectoral Unit assessments, in close coordination with other team members and with relevant external partners. In doing so, the Inter-Sectoral Assessment Officer will ensure an effective management of and close working relationship with staff on related projects and other resources.
The Assessment Officer will be hosted by ACTED and will fall under the direct responsibility and management of ACTED’s Country Director and his/her delegates for all Administrative, Security, and relevant Logistics and Finance issues. S/he will therefore fully abide to ACTED’s Security, Administration, and relevant HR, Logistics and Finance rules and regulations.
FUNCTIONS
- COORDINATION
Under the supervision of the Senior Assessment Officer, the AO will be responsible for coordinating internally with: (1) REACH Field, Data and Assessment colleagues; and (2) ACTED departments (finance, logistics, etc.) to ensure a smooth implementation of assessments.
- RESEARCH DESIGN
Under the supervision of the Senior Assessment Officer, the AO will support in the research design of the Detailed Site Assessment (DSA) and Humanitarian Situation Monitoring (HSM) assessments under ISU. This could include the development of a methodology, workplan, Terms of Reference and/or a Data Analysis Plan. The AO will also support in the operational planning, in coordination with Field and FLAT colleagues, conduct trainings and prepare training materials regarding DSA and MSNA for Field staff.
- IMPLEMENTATION
Under the supervision of the Senior Assessment Officer, and in collaboration with all relevant stakeholders, the AO will support in data collection of the DSA and HSM – including the coordination of data collection, data cleaning and data analysis. The AO will work closely with FLAT, GIS, Data and Field colleagues within and will be expected to coordinate closely by having constant, timely and effective communication with the different teams in order to ensure all relevant team members are aware of their roles across the research cycle and the assessment is conducted in a timely and accurate manner.
- OUTPUT PRODUCTION
Under the supervision of the Senior Assessment Officer, and in collaboration with all relevant stakeholders, the AO will support in output production for the DSA, HSM and Multi-Sectoral Needs Assessment (MSNA). These outputs may include cleaned datasets, factsheets, situation overviews, maps, reports, presentations and online dashboards.
- DATA CONFIDENTIALITY AND PROTECTION
The AO will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with ACTED data protection policy and SOPs. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to ACTED and its partners or collected during his/her assignment with ACTED.

REQUIREMENTS
v Academic: Excellent academic qualifications, preferably including a Bachelor degree in relevant discipline;
v Research and Analysis skills: Proficiency and proven experience with research and analysis;
v Communication/reporting skills: Excellent communication and drafting skills for effective reporting is required;
v Software skills: Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Advanced skills in R, SPSS and/or STATA or other statistical analysis software are an advantage; Experience with InDesign is an asset;
v Multi-tasking skills: Ability to multitask with tight deadlines, on numerous research cycles is required;
v Level of independence: Proven ability to work independently is required;
v Cross-cultural work environment: Ability to operate in a cross-cultural environment is required;
v Language skills: Fluency in English and Somali is required;
v Security environment: Ability to operate in a complex and challenging security environment is required;
v Years of work experience: At least 1 year of relevant working experience is required;
v Experience in humanitarian setting: Experience in humanitarian settings is highly desirable;
v Management skills: Team management experience and skills is highly desirable
