Brief Introduction: –

The transition aid project Improvement of disaster risk management and food security to strengthen resilience (RDRM) has the aim to “improve the conditions for a strengthened resilience of the pastoral and agro-pastoral population and communities”. The target regions of the project are selected villagers in the three regions of Marodi Jeex, Saaxil and Togdher in ‘Somaliland’.

The project has four activity areas (1) Strengthening of the knowledge and procedures for disaster risk management of specialist authorities and selected vulnerable communities improved in order to preventively mitigate man-made and natural crises, to prepare for them and to be able to react better in the event of a disaster, (2) Improvement of food security by providing good agricultural and Animal husbandry practices combined with combined with measures to increase food safety and hygiene and supplemented by infrastructure measures, (3) the strengthening of the economic and social role of women and young adults through income boosting agricultural and non-agricultural measures, training on economics and management and the strengthening of social networks as well (4) Strengthening the capacities of the rural and urban population in the areas of pandemic prevention and management, reducing health risks and hygiene and improving the existing infrastructure. The One Health Approach is anchored as a cross-cutting issue.

The workstream on disaster risk management will focus prevention by strengthening the

National Disaster Preparedness and Food Reserve Authority (NADFOR), other actors at the state, regional, and local levels through the introduction of new or improved approaches. In addition, the project will work in at least 30 villages in order to introduce and / or strengthen priority risk-reducing measures. All measures are implemented in a conflict and gender-appropriate manner.

GIZ -RDRM project is looking for a qualified Advisor on Monitoring and Evaluation and Invasive Plants who will be based in Hargeisa

The advisor on monitoring and evaluation (M+E) and invasive plants serves all four outputs with these cross-cutting topic M+E and application of ICT tools. In addition, he will be the advisor for the usage of invasive plants, namely Prosopis Juliflora.

A. Responsibilities

The advisor is responsible for

  • implementing daily operational aspects of all issues related to the project
  • processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards
  • maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ
  • carrying out specific tasks in connection with knowledge management for the programme

The advisor performs the following tasks:

B. Tasks

1. Management and coordination

The advisor is responsible for

  • Coordinates, preparing and conducting project activities and carries out other activities required for implementing these cross-cutting topics M+E and ICT applications.
  • assists national and international advisers in carrying out their work and capacity development if required
  • assists the project with all organisational and management issues
  • helps identify the needs of government institutions
  • participates in formulating project action plans and helps synchronise the planning and budgeting system and counterparts
  • is jointly responsible with the partner institution for preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities
  • orders and distributes PR materials on the project as well as GIZ PR materials
  • assists with PR work for the project

2. Communication and networking

The technical professional

  • develops and maintains contact with all important stakeholders
  • provides technical assistance to local and international experts
  • ensures knowledge management: collects, processes and distributes relevantbinformation, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.
  • Participates in monthly meetings of ministries and meetings with other stakeholder if required

3. Technical advisory activities

The technical professional

  • Sets up and carries out a monitoring system
  • prepares, carries out and documents frequent project planning session of the RDRM team
  • Plans, develop and conducts all required activities to conduct frequent monitoring and evaluation measures
  • Carries out FIES assessment (s) by using Kobo software
  • Is responsible for the delivery of the figures for the yearly assessment of the standard indicator,
  • Provision of the quarterly / yearly monitoring figures etc.
  • Supports the team member in their monitoring efforts
  • develops IT based information systems related to the topic of the project
  • assists short-term experts assigned to projects in completing their tasks
  • carries out a program on management – control – use invasive plants
  • carries out a program of improved stoves with the support of other (temporary) staff members
  • provides knowledge on the usage of Prosopis

4. Other duties/additional tasks

The technical professional

  • performs other duties and tasks at the request of management

5. Required qualifications, competences and experience

Qualifications

  • BSc in development planning or an IT related topic
  • Minimum of 7 years experiences in M+E
  • Proven experiences in ICT technologies and applications, in particular KOBO software
  • Proven experiences in knowledge management
  • At least 5 years of proven experiences on the collection of gender-disaggregated data on village level
  • Preferably former working experience with GIZ

Other knowledge, additional competences

  • Very good working knowledge of ITC technologies
  • strong managerial and organisational competence
  • willingness to travel (abroad)
  • Very good written and oral skills in English and Somali
  • Confidential handling of information on project issues
  • Social and inter-cultural competences and ability to integrate in a heterogeneous team
  • Ability to demonstrate integrity by modelling GIZ values and ethical standards
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

6. Other Considerations

Working period: until December 2023 with the possibility for an extension until August 2024

It is expected that the expert is willing to travel frequently within the project region including overnight stays. Travels abroad will occur from time to time.
