WASH Programme Manager   – Open to Somali Nationals Only

Role Dimensions:

Save the Children operates across all zones in Somalia/Somaliland and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $100million annual budget turnover, more than 70 active awards at any time and over 650 staff.

ROLE PURPOSE:

To contribute to Save the Children’s capacity to meet its drought response and child survival objectives in Somalia, through the provision of quality water and sanitation programmes in emergencies.  The role will specifically address coordinating water and sanitation activities, including construction or rehabilitation needs in emergencies through assessment, programme design, management, capacity building and evaluation.

The role exists to develop direct emergency water and sanitation programmes and strengthen and provide technical support for Save the Children’s core programme sectors of health, education, child protection and hunger reduction where required.

QUALIFICATIONS  AND EXPERIENCE 

Extensive experience (minimal 5 years) of WASH programme management in humanitarian or fragile state contexts

A degree in public health, with experience in WASH engineering and hygiene promotion activities in an NGO context.

 

KEY AREAS OF ACCOUNTABILITY:

Precise objectives will vary between assignments. The core areas that the position holder will be expected to deliver on are as follows:

  • Lead or support WASH assessments, including interpretation of early warning indicators
  • Design appropriate emergency response interventions based on assessed needs, including but not limited to: WASH support to nutrition and health centres; household and school water treatment and supply; household and community sanitation, water and sanitation for temporary shelters and children friendly spaces, hygiene material distributions, hygiene promotion campaigns and planning for full transitional project interventions where necessary.
  • Management of emergency WASH interventions, including recruitment, staff management, capacity-building, development of work plans, grant management and reporting.
  • Support evaluations of emergency WASH responses.
  • Advocacy, coordination and external representation activities with other NGOs, UN agencies, donors and national governments, and support to cluster and or other inter-agency processes.
  • Ensure that WASH interventions are informed by and integrated with Save the Children’s other core sectors of health, education, nutrition, food security & livelihoods and protection. Examples of such integrations include but not limited to: if the health team through their disease surveillance identify districts with increased diarrhoeal, typhoid or cholera cases or the nutrition teams conducted screening and reported a lot of malnutrition cases from certain village or camps, then the WASH team will scale up its activities in these districts. Rehabilitation/maintenance of existing water sources will build community response capacity and ensure program sustainability.

 

Assessment and programme design

  • Play a technical support role in assessing the WASH (water supply, sanitation, public health promotion) needs of disaster affected communities.
  • Ensure that assessment, programme design and implementation considers children’s roles, needs and vulnerabilities within the community.
  • On the basis of these assessments to design and construct appropriate responses to meet people / institutional (health or nutrition centres) basic WASH needs, including water supply, excreta disposal, solid waste management, vector control and hygiene promotion.
  • Ensure that WASH programme design is informed by and integrated with Save the Children’s other priority sectors of nutrition, food security, livelihoods, health, education and child protection. WASH Programme evaluations should also consider the causal linkages between other sectors and WASH outcomes.
  • Assist in the preparation of relevant project proposals for donors and advocate for funding.
  • Assist in preparation of work plans, BoQs and expenditure plans based on various WASH grants for the area.
  • Ensure that sustainable systems are set in place for longer term operation and maintenance of all water supplies and sanitation facilities including the provision of all necessary training.

Programme and people management

  • Prepare and oversee the implementation process to ensure timely delivery of project activities (for example, monitoring against project deliverables, work plans)
  • Contribute to timely financial and narrative reports on project activities in compliance with internal SC requirements and any relevant external donor requirements. Ensure appropriate management and use of SC UK resources at all times
  • Supervise and manage sub-contracts (construction) including BOQ, costs, quality of construction and timeliness.
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere standard and Red Cross Code of Conduct.
  • Help be responsible for the security of all staff. Ensure that the security, health and well-being of staff are ensured and staff management and other processes and policies and systems reflect SC principles of equity and fairness.
  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Look for opportunities for experiential learning within all work

Program Integration

  • Ensure WASH intervention helps to ensure that the basic needs of affected populations, however, gender must be integrated to consider the different needs of women, men, boys and girls. The use of communal water and sanitation facilities, for example in refugee or displaced situations, can increase women’s and girls’ vulnerability to sexual and other forms of gender-based violence
  • Ensuring access to clean water and sanitation services and technologies a core objective of any nutrition programme
  • Ensure that Health facilities are provided relevant water and sanitation infrastructure to function properly including access to enough volumes of clean water and improved sanitation facilities critical for cholera treatment centres.
  • Ensure that WASH infrastructure and hygiene materials are provided at child friendly spaces, residential schools, orphanages, detention facilities and other groups caring for children and train the WASH Officer and Assistants on how to refer child survivors, separated children and children at risk of violence, exploitation, abuse and neglect to appropriate services.
  • Ensure that adequate WASH facilities are provided to schools including gender segregated latrines, girls friendly sanitation facilities, child-to-child hygiene education activities.
  • Closely work with other PMs and ensure that WASH is integrated with other interventions,

 

Representation, advocacy and organisational learning

  • Ensure that Save the Children’s work in water, sanitation and hygiene promotion is coordinated with efforts of other agencies and Government, and represent Save the Children at Interagency Coordination meetings.
  • Take steps to document lessons learned in emergency WASH for wider dissemination

General

  • Report, as required, on project work and any management issues arising in each assignment (to the area management teams)
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, procurement and logistics, health and safety, equal opportunities and other relevant policies and procedures.
  • Ensure that all work is carried out in a way that is sensitive to community needs and gender and children issues. In particular to promote the full and equal participation of women and children in all aspects of the work.
  • Within reason, implement additional actions and responsibilities, as requested by your line manager.

 

Person specification

This position requires a motivated team player who can work flexibly in stressful situations, with a solid background in implementing WASH projects including engineering and hygiene promotion aspects; a quick learner with good inter-personnel skills and a positive personality, with a good track record.
