ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the WASH/CCCM Engineer position to be based in BaidoaSomalia.

 

Position Profile:

 

Under the supervision of Area Chief Engineer, the WASH/CCCM Engineer leads and provides support in the development, planning, implementation, and monitoring of (WASH) service improvements in SWS State –Baidoa to ensure access to safe/drinking water to target community. And to supervise, conduct design, studies and review water resource, sanitation, and hygiene development projects. And closely follow up and ensure the implementation of water resource development project is in line with the plan, design, available standards, and community needs in project areas. The WASH/CCCM Engineer is responsible for the overall WASH/CCCM project operations, avail the engineering drawings for related WASH/CCCM facilities to be implemented, and ensure quality of construction of water supply schemes are in place and take appropriate corrective measures. S/he will maintain a professional working relationship with key actors in the project areas to ensure efficient delivery of the project results and provide timely reporting on activities. S/he will be under operational guidance of the Area chief engineer and technical guidance of the WASH Technical Coordinator

 

Duties and Responsibilities:

 

  • Ensure effective implementation of acted WASH programming in accordance with the project requirement and in line with donor regulations, WHO, and international standards
  • Coordinate and work closely with the program team throughout program planning, designing, implementation, monitoring, and evaluation.
  • Oversee selection and repair of selected water sources.
  • Assist in capacity building for community groups and wash staff in water resource management, hygiene, and sanitation.
  • Be responsible for providing technical guidance in all WASH components of the project, supporting the program team and implementing partners during planning, designing, and implementing wash activities.
  • Provide technical leadership and support program staff in the design of medium and long time interventions that address current emergency needs but which take into account the long-term view in enhancing mitigation to future uses and accountable management resources for WASH facilities
  • Supervise all WASH construction facilities and certify that the work is done according to the design and requirement.
  • Develop, negotiate, and manage contracts with service providers (may include preparation of tender documents for purposes of soliciting bids/tenders from contractors.
  • Initiate completion certificates upon work completion.
  • Generate bill of quantities and designs for proposal development.
  • Conduct water quality tests and chlorination to newly constructed water facilities
  • Monitoring of WASH service provision by partners at style level.
  • Support partners to achieve agreed minimum standards and service delivery quality.
  • Timely reporting gaps and duplication in service delivery and advocating through the appropriate mechanism for achieving agreed minimum standards.
  • Supervising regular and assess of site infrastructure and physical service delivery in the camp (e.g., drainage, roads, water supply, Community infrastructure)
  • Support CCCM projects in preparing plans for site works and overseeing implementation by site infrastructure team/contractors as needed.
  • Considering the environmental impacts of infrastructure works from planning to implementation and taking all the necessary measures to mitigate the effects as much as possible.
  • Propose innovative WASH approaches relevant to the context, including climate change, water resource management, water quality, etc.
  • Provide technical expertise to staff in (for example, but not limited to) assessment, monitoring, evaluation, reporting (internal and donor reports) proposal development, the technical design of water and sanitation facilities, and the exercise of judgment skills.
  • Participate and contribute proactively to WASH cluster meetings if needed.
  • Ensure that a creative, holistic approach to WASH programming assists the team in finding ways to integrate/link hygiene & health promotion water and sanitation facility design, construction and maintenance, health, nutrition, livelihood, and food security, ACTED Somalia.
  • Ensure the development, implementation, and periodic review of a detailed review of annual implementation plans for various wash projects.
  • Perform other duties as required.
  • Confirm that project documentation is well prepared, including weekly and monthly project reports on implementation/construction/rehabilitation status, as per requirements of ACTED in Somalia
  • Undertake regular development inspections highlighting potential area of concern.
  • Ensure that all WASH infrastructure data is well managed and provides an accurate representation of the reality on the ground.
  • Validate the accuracy of the data, and the quality of the WASH Infrastructure.
  • Submit regular reports related to the project’s WASH infrastructure to the ACE/WTC.
  • Compile project reports highlighting project impact against indicators.
  • Contribute to field-based reports to Coordination/or external donors.
  • Full management of technical temporary shelter construction including all phases of tasks and activities that go into the construction of T-shelters
  • Prioritize IDP sites for the construction of temporary shelters
  • Coordinate registration with alt relevant stakeholders
  • Working with ACTED’s logistics department to ensure swift procurement of agreed upon items.
  • Full management and training of skilled and unskilled labour need for construction of shelters.
  • Managing of all SNFI items in ACTED warehouse and assuring that items and their transportation to site are adequately planned
  • Forecast changes in work plans and ability to coordinate with other ACTED departments
  • Coordinate with government officials and create tripartite land tenure agreements for site prioritized
  • Create blueprints for infrastructure construction.
  • Ensure payment of casual labour.
  • Assist SNFI officer in emergency shelter kit prioritization, registration and distribution.

Partner coordination and Service Delivery monitoring

  • Conduct regular service and Infrastructure monitoring for the site in close cooperation with the Information Management Assistant and map partner’s and community infrastructure in the sites
  • Timely report to the Site Manager any gaps and duplication in the service delivery and any site upgrading/maintenance intervention needed.
  • Support to partners to achieve agreed minimum standards and service delivery quality.

community liaison, mobilization, and accountability

  • Assist in the creation or strengthening of Site maintenance committees so that the appointment of committee members is done in a transparent and inclusive way and that TOR are created in a participatory manner and agreed upon all stakeholders.
  • In cooperation with the other team members, consult community members and particular community governance structures prior to implement site improvements and maintenance works.
  • Cooperate with the other team’s members to create a skill database of the residents in the site, particularly in regards to construction and specialized works (such as plumbing, carpentry etc.)
  • Liaising with other team members for complaints and feedbacks related to shelter, site maintenance and infrastructure
  • Support training and coaching of other camp committees, partner agencies and site team on technical skills as requested by the line manager.
  • Information Management
  • Supporting improvement of information management systems in the site in collaboration with the database assistant including: identification of information gaps, databases and reports and infrastructure mapping and monitoring.
  • Protection mainstreaming.
  • Considering gender, protection, and GBV concerns in all aspects of activities.
  • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labours)
  • Supporting and promoting participation of women, youth, people with specific needs and marginalised groups in camp governance mechanisms and CCCM and WASH Activities.
  • Referring to and following up with protection partners on identification and addressing of cases of vulnerability within the camp found during daily activities
  • Ensure that principles of data confidentiality are respected in information management activities and that sensitive data of beneficiaries are protected when stored or shared if strictly necessary.
  • Consult the community prior to conduct any site maintenance and infrastructure work so that the activities are implemented in a participatory manner, with active involvement of community members, particularly vulnerable groups and people with specific need.
  • Ensuring that all site maintenance and infrastructure interventions are carried out through a vulnerability lens and whenever site maintenance activities are implemented, always consider accessibility to infrastructure and inclusion of people with specific needs.

QuALIFICATIONs

  • Advanced degree in a relevant field (Engineering or WASH-related)
  • At least four years of experience as a civil or water engineer with demonstrated experience executing water infrastructures for buildings or preferably health care centers.
  • Previous experience working in the WASH sector with an international NGO or UN agency preferred.
  • Strong computer skills preferred (MS Word Excel Outlook, GIS and AutoCAD).
  • Required/Desired Language
  • Good understanding of SPHERE and other international standards.
  • Ability to conduct and effectively communicate community WASH (including sanitation and hygiene) needs assessment, program planning, implementation, monitoring and evaluation of WASH activities.
  • Experience of working in a team and coordinating the work of project staff of different cultural backgrounds.

·         Able to handle, prioritize, multiple tasks simultaneously.
