The Country Office in Somalia/Somaliland is currently recruiting a:

 

EFSL Officer

Fulltime / 40 hours a week

Contract length: 6 Month with possibility of extension

Location: Bur’o, Somaliland with frequently travel to field

Job Purpose

The EFSL Officer is responsible for supervising, guiding and advising EFSL Assistants/enumerators and communities in the selection, registration and verification of beneficiaries based on agreed set criteria and maintain accurate records of all registered beneficiaries for coordination, management and implementation of Oxfam’s cash transfer, livestock health, agricultural input conducted in Sool, Sanaag and Togdheer with possibility of expansion to other regions.

RESPONSIBILITIES:

Oxfam direct implementation responsibilities

  • Support, develop, implement and review microenterprise activities and budgets continuously monitoring activities against work plans to identify possible areas of improvement, making recommendations and recording lessons learnt.
  • Undertake beneficiaries registration, verification of cash, IGA and  seed beneficiaries in collaboration with local authorities in the target areas.
  • Monitor, follow up and regularly support each IGA.
  • Organize market linkages for IGAs.
  • Organize best performing IGA beneficiaries in groups to strengthen their capacity to interact with other actors of the value-chain.
  • Link beneficiaries to financial institutions and services to facilitate access to additional financing for business scale-up.
  • Prepare weekly and monthly individual work plans of the IGA team and submit to the program manager for approval and implementation.
  • Participate in beneficiary profiling, beneficiary registration, and base line-end line assessments in liaison with the Senior Officer and MEAL team of the project through technical review and guidance on data collection tools.
  • Develop training plans and supervise dissemination of entrepreneurship, business and financial training to recruited beneficiaries and business groups as stipulated in the project.
  • Ensure implementation of livestock support activities is carried out timely and in professional manner that meets minimum standards of the organisation.
  • Facilitating the distribution of veterinary drugs, shoats and emergency fodder to registered beneficiaries adhering to minimum standards.
  • Training of seeds distribution committees on distribution modalities and training potential CfW Committees in monitoring and supervision of agreed activities.
  • Filing of registration, distribution records.
  • Participate in food security assessments and surveys amongst emergency affected populations to contribute to appropriate EFSL programming and promote effective coordination.
  • Contribute to response recommendations based on findings in EFSL assessments.
  • Produce regular reports to line manager and contribute to donor monthly reporting and submit to the EFSL advisor on unconditional cash transfer, seeds, fodder and other FSL activities.
  • Represent Oxfam  in community meetings involving local leaders.
  • Any other work related duties assigned by line manager.
  • Participate in developing concept notes and proposals as requested from time to time.
  • Support the communications team in providing inputs to visibility & communications products, human interest stories in accordance with communications plan & donor compliance.

Mainstreaming gender protection

  • Support other teams (WASH, EFSL) to carry out risk analysis before implementing project activities, monitor the risk register and update regularly any significant risks identified during project implementation.
  • Undertake regular field visits with the WASH and EFSVL teams to identify and address, along with the sectoral teams, potential protection concerns arising from Oxfam’s humanitarian response
  • Ensure the sex and gender segregation of all beneficiary data for protection activities, reports, and support teams to be more gender protection sensitive for program implication.
  • Support EFSL, WASH and MEAL team in the field to integrate protection questions in different assessment
  • In close collaboration with the Senior Protection Officer, support gender mainstreaming in humanitarian response and support Oxfam team and partners to properly implement Oxfam gender standards in all work, any other work-related duties assigned by line manager.

SKILLS AND COMPETENCIES and PERSONAL QUALIFICATIONS

Essential

  • Bachelor’s degree in the relevant discipline including business administration, agriculture.
  • Proven working experience of minimum 5 years in sustainable livelihoods sector, working in Somaliland,   which a substantial part should involve recent emergency food security and livelihoods work. This includes proven practical experience in two or more of the following – food security assessments and surveys, agriculture and livestock interventions, cash/vouchers based interventions, general food distribution and targeting as well as an understanding of relief and development issues relating to risks to livelihoods and livelihoods support, food security in natural and  drought  related disasters.
  • Experience in adult training skills or Approved Trainer of Trainers for adult learners.
  • Sensitivity, diplomacy, tact, good communication skills, and ability to remain calm under pressure.
  • Ability to understand complex food insecurity situations and adjust operations accordingly.
  • Ability and willingness to live and work in remote field locations with limited under basic conditions
  • Experience of implementing new programmes.
  • Experience of capacity building of communities
  • Have good knowledge of Sphere standards, Core Humanitarian Standards, and humanitarian needs assessment.
  • Ability to train partners field staff at the field.
  • Excellent experience in undertaking monitoring, evaluation, accountability and learning of food security and livelihoods program run through local partner.
  • Strong attention to detail. The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Proven experience as a team player and demonstrably cooperative with members of other teams, responding flexibly, with speed and accurately to queries and issues.
  • High level of computer literacy especially Word, Excel and PowerPoint.
  • Commitment to Oxfam’s principles and values of accountability, inclusiveness and empowerment.  This includes demonstrated experience of integrating gender and diversity issues into programmes.
  • Good knowledge of written and spoken English.
  • Familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. Interaction Field Co-operation Protocol).
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
  • Demonstrates commitment and drive and ability to work in stressful and difficult conditions.
  • Experience in cash grant, agricultural inputs (seeds distribution) would be a significant advantage.
  • Experience with capacity building to local partners staff and ability to strong monitoring is highly desirable.
  • Previous experience in working Sool, Sanaag and Togdheer areas is an asset
  • First degree in business administration and agriculture
  • The position will be based in Bur’o but It is expected that the staff will be willing to travel to field for at least 80% of the program duration.
