The DRC Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Overall Purpose of the role:
Responsible for implementation of protection activities in Belet-Hawa, including case management, awareness-raising sessions, community dialogues, capacity-strengthening trainings for duty bearers, and community-based protection, for drought and conflict-affected communities across Jubaland. The case worker will be responsible for providing case management support in line with the GBV Guiding Principles, Protection Principles, and other protection standards. The case worker will be based in Belet-Hawa with regular travel to field sites.

Responsibilities
•    Provide survivor-centered case management, including basic counselling and psychosocial support, confidential referrals for assistance and services, and safety planning
•    Ensure thorough assessment of GBV survivors’ needs and interests, and develop survivor-centered case action plans with explicit goals, actions, and deadlines
•    Meet regularly with case management clients to follow up, re-assess their situations, and update their case action plans
•    Facilitate referrals and advocate with partner organizations supporting GBV survivors to provide confidential services to clients, in accordance with their wishes
•    Utilize case management and data management tools and systems to record information about clients’ access to services, in line with the principle of confidentiality
•    Support capacity building and coordination of activities in settlements, including delivering training sessions to local partner organizations, community structures, women’s groups, and other duty bearers on key protection topics
•    Ensure compliance with best practices and standards for GBV case management and protection programming
•    Engage regularly with service providers, including other DRC sectors, to ensure that service mappings and referral pathways are updated
•    Schedule case conferences with the Protection Team Leader and Protection Coordinator, as necessary, to review cases regularly
•    Facilitate and conduct awareness-raising campaigns, such as the 16 Days of Activism
•    Conduct rapid protection needs assessments to identify risks and vulnerabilities and develop assessment reports with recommendations to minimize protection risks
•    Support the design and delivery of awareness-raising sessions and community dialogues
•    Assess protection needs, identify problems/gaps, and propose timely practical actions to respond to protection problems in coordination with the Protection Team Leader and Protection Coordinator
•    Assist the Protection Team Leader to prepare and submit data to the Protection Project Implementation Tracker,5W Reporting, and donor reports
•    Ensure adherence to Protection Information Management principles and data protection protocols, including the safe storage of means of verification
•    Develop weekly and quarterly work plans in coordination with the Protection Team Leader
•    Liaise and coordinate regularly with other DRC sectors to ensure integrated programming
•    Any other duty assigned by the line Manager
Education, experience & technical competencies. (include years of experience) 

 Essential:
•    Education: Diploma, University Degree is an added advantage
•    Degree of social science department of Community Development
•    Protection in Humanitarian Emergency Training conducted by DRC
•    Protection and advocacy training by UNHCR with GBV prevention and response.
•    At least 2 years of experience in Social Work and Case Management Intervention
•    Skills: Team work, analytical skills, negotiation and communication skills
•       Flexibility and ability to work under pressure (responding to high risks cases)
•    Computer skills: Microsoft office (Excel, Word); SharePoint
•    Languages: Somali (written, read and spoken) and English
Languages:
•    Fluency in written and spoken Somali & English.

Conditions

Availability:    February 2023

Duty station:    Belet-Hawa

Reporting to:  Camp Coordination and Camp Management Team Leader

Duration:       11 Months with possibility of extension based on performance and funding

Contract:   This position is graded as Band H-Non-Management for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
