Key Responsibilities:
Job Purpose
This position has principal responsibility to provide operational oversight and consortium management of ECHO funded Somalia Humanitarian Integrated Project (SHIP) to achieve project objectives. The Programme Manager (PM) will have overall responsibility for project management and deliverables. Serves as the point of contact on both project management and grant issues to ensure the ability to address all project deliverables. The position holder will also provide the representation of the projects to donor(s), Local Authorities and regional government in Somalia, and other key stakeholders. Other key responsibilities include ensuring high quality implementation of project activities, grant management according to donor requirements, timely and quality donor and other stakeholder reporting, and overall contribution to Child Well Being outcomes.
S/he will maintain communication with the project sub –grantees and oversee coordination of their technical activities within the project framework, work plan and budget. S/He will be responsible to ensure integration of across consortium partners and other partners through proper coordination’s (Area based coordination and cluster coordination)
Key Job Responsibilities
Grant/Consortium Management
- Head the implementation of all components of the ECHO projects at the field level, ensuring that the programme’s ultimate, intermediate and immediate Outcomes are achieved.
- Ensure project activities meet the ECHO rules and regulations. Coordinate and manage all project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
- Lead project sub-grantee (Consortium partner) agencies and stakeholders in participatory planning of project activity implementation, ensuring adherence to technical standards, best practices and donor guidelines.
- Provide timely input and contribution to the completion of annual work plans, reports and ensure grant management compliance for projects in alignment with donor and WV regulations.
- Maintain strong relations with communities, local administration and other partners to ensure proper understanding and coordination of project activities and beneficiary selection processes
Staff Supervision and Management:
- Recruit, train and supervise a team of all project implementation staff (Government/MoH, WV and other consortium staffs)
- Ensure competent and motivated staff are hired in time and retained.
- Conduct quarterly reviews of staff performance in line with WV Somalia performance management system, ensuring opportunities for staff feedback.
- Ensure proper technical capacity of staff through training and performance management to project staff
- Direct and motivate the project team(s) to achieve the desired results, often using matrix management, and ensure effective communication is maintained throughout the project.
Budget Management:
- Manage project budget within approved spending levels and ensure accurate and timely financial reports to donors
- In conjunction with Finance and Support services Manager, ensure grant/project compliance whereby project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.
- Supports in overseeing adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligations (be on top of what is happening in the sector, following up on the quality, escalate well in advance if things aren’t going well with the suppliers/contractor.
- Work with regional finance team to ensure timely submission of variance explanation upon receipt of monthly project/sector financial report preparation and submission of accurate financial reports for the project;
Monitoring, Reporting, Documentation & Knowledge Management
- Maintain effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems.
- Develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories.
- Track project deliverables using appropriate project management tools
- Conduct routine visits to project / implementing partner project sites for purposes of monitoring and operational support.
- Submit timely accurate and quality reports that meet donor requirements.
- Constantly monitor and report on progress of the project to all stakeholders
- Work closely with the PDU, and donor in identifying and documenting best practices, lessons learnt and relevant human interest stories for publication and dissemination.
Donor Relations and Engagements
- In coordination with PDU represent the Project and World Vision in engagement opportunities with the donor, the State government, UN agencies, clusters, implementing and technical partners and other relevant stakeholders.
- Represent World Vision at field meetings with the Government and project counterparts to provide updates on program implementation.
- Maintain open communication with sub-grantees , other INGO’s, UN agencies, Cluster and ABC and other relevant external partners regarding project initiatives for enhanced coordination
Required Educational Qualifications and Experience for the Role
- MSc in Public health, Health informatics, Epidemiology or Public health Nutrition, or at least a Bachelor’s degree in any field of Social development (Medicine, Public health, Nutrition, , Project Management, Health Education, Community Medicine, Nursing or Sociology) with at least 5 years of working experience.
- At least five years of experience in project management and administration, consortium management, agreement compliance, sub award management, and tracking project performance and costs.
- Proven ability to manage partnership relationships/consortiums including effective coordination with host country government
- An international experience in Fragile contexts is an added advantage
- Experience in partnership building and coordination with the donors, private sector, NGO and local community organizations.
- Experience and familiarity with a number of donor requirements, e.g. ECHO DG/HIP, EU,
- Fluency in English.
- Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills.
- Positive collaboration and facilitation skills; Leadership of large and diverse teams; Diplomacy
- Proven experience in proposal writing and project reporting
- Proficient in WASH, CASH, Disaster Risk Reduction. A Post-graduate qualification in any of these sectors is an added advantage.
Travel and/or Work Environment Requirement
- Field-based position with frequent travel across Somalia
- Up to 80 % of travel within Somalia
