Job Description:

Project Manager – EMERGE program

 

The Role:

The Project Manager will lead implementation efforts ensuring operational oversight and effective project management to achieve program objectives. Reporting to the Operations Manager and collaborating with the Graduation Approach Lead, Resilience & Livelihoods Technical Advisor and MEAL Advisor, the Project Manager will supervise key staff responsible for EMERGE’s various components. S/he will be responsible for coordinating with consortium partners, representing World Vision in meetings with donors, government officials, and stakeholders, and ensuring the high-quality execution of BHA flagship activities. S/he must have strong grant management skills to meet donor standards, timely reporting, and contributing to child well-being outcomes, while also working closely with finance, monitoring, and evaluation teams to mobilize reports and track budget variances.

 

The Project Manager will coordinate the planning and delivery of technical support, assessments, and field activities, maintain strong communication with consortium members, and manage a database of project cohorts for performance tracking.  S/he will support EMERGE’s integration with other local programs, facilitate linkages to health, protection, and financial inclusion services, and oversees safety and security for staff and participants in Hudur. Additionally, the Project Manager will document key project achievements and challenges, producing learning products and media content to promote program visibility and continuous improvement in collaboration with the Operations Manager and other technical advisors.

 

Key Responsibilities:

 

Grant Management;

  • Head the implementation of EMERGE grant coordinating with Consortium partners at Hudur field level, ensuring that EMERGE programme’s ultimate and immediate Outcomes are achieved.
  • Coordinate and lead project timely planning including DIP development, procurement planning, budget projections.
  •  lead programme implementation within the district ensuring that delivery is on time, within budget, within scope and in line with donor regulations.
  • Coordinate EMERGE consortium sub-grantees (partner) agencies and other stakeholders in Hudur district for planning, implementation, reporting and sharing of best practices while ensuring adherence to donor guidelines.
  • Provide timely input and contribution to the completion of annual work plans, reports and ensure grant management compliance for projects in alignment with donor and WV regulations.
  • Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders, making use of an appropriate accountability framework.
  • Compile monthly implementation update reports for underscoring achievements against plans and explaining any variance including catch up plans;
  • Coordinate with the Consortium/partners team with standard documents/tools to ensure standardized approach to the operations.

 

Staff Management; 

  • Working and coordinate with the consortium team of project implementation staff.
  • Ensure competent and motivated staff are hired in time and retained in the EMERGE consortium.
  • Conduct quarterly reviews of staff performance in line with WV Somalia performance management system, ensuring that there is opportunity for staff feedback.
  • Ensure proper technical capacity of staff through training and performance management to project staff
  • Direct and motivate the EMERGE staff in Hudur to achieve the desired results, often using matrix management, and ensure effective communication is maintained throughout the EMERGE project.
  • Manage staff performance through regular appraisals, performance reviews and clear with objectives.

 

Safeguarding;

  • Adhere to strict child and adult safeguarding policy and protection principles integrated in the EMERGE consortium and partner in daily duties to ensure strict support of humanitarian protection specific to EMERGE partners and various sector across.
  • Adhere to strict behavior protocol that is signed on onboarding after protection and safeguarding induction.
  • Report safeguarding allegations and incidents in ethics point and to all other provided channels.
  • Create a safeguarding environment in the project and support your staff/team to report and make use of the WVS (SIPP)safeguarding incident management plan and ensure staff utilize the check list for intake of information for GBV incident to refer incidents for redress.
  • Use the flash incident report to flag issues leadership as per ERM framework.;

 

Budget Management;

  • Manage district level budget within approved spending levels and ensure accurate and timely financial reports to donors
  • In conjunction with Finance and Support services Manager, ensure grant/project compliance whereby project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.
  • Supports and coordinates with partners in overseeing adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligations…. (be on top of what is happening in the sector, following up on the quality, escalate well in advance if things aren’t going well with the suppliers/contractor.
  • Work with regional finance team to ensure timely submission of variance explanation upon receipt of monthly project/sector financial report preparation and submission of accurate financial reports for the project;

 

Monitoring, Reporting, Documentation & Knowledge Management;

  • Maintain effective EMERGE consortium quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and Consortium communication systems.
  • Support and develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories.
  • Track partners deliverables using appropriate project management tools
  • Conduct routine visits to project / implementing partner project sites for purposes of monitoring and operational support.
  • Submit timely accurate and quality reports that meet donor requirements.
  • Constantly monitor and report on progress of the project to all stakeholders
  • Working closely with the MEAL TU, lead in identifying and documenting best practices, lessons learnt and relevant human-interest stories for publication and dissemination
  • Work closely with the communications and advocacy team on providing project content for all media publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders
  • Organize quarterly project review meetings, in coordination with the M&E team, to review progress against planning, adapt strategy and share learning

 

Donor Relations and Engagements;

  • In coordination with EMERGE consortium leadership and other World vision projects, represent the Project and World Vision in engagement opportunities with the donor, the State government, UN agencies, clusters, implementing and technical partners and other relevant stakeholders.
  • Represent World Vision at field meetings with the Government and project counterparts to provide updates on program implementation.
  • Maintain open communication with sub-grantees, other INGO’s, UN agencies and other relevant external partners regarding project initiatives for enhanced coordination.

 

Essential:

  • Bachelor’s degree in economics, agriculture or another relevant field preferred.
  • At least five years of experience in project management and administration, budget management, sub award management, and tracking project performance.
  • Proven ability to manage partnership relationships including effective coordination with host country government Knowledge of humanitarian industry including US Government grant management standards {Gateway to Grants (G2G)}, Good Enough Guide, NGO code of conduct and humanitarian charter
  • Familiarity with local cultural practices, social networks, and gender and age dynamics
  • Excellent organizational, analytical skills
  • Demonstrated ability to deliver results and meet all donor deliverables.
  • Strong English communication skills, particularly advanced writing skills
  • Ability to build relationships cross-culturally.
  • Ability to multi-task

  • Conversational Somali Maay-speaking Rahanweyn.
  • Professional licenses, as required in the field and by the donor.
  • Proficiency in MS Office with the use of IT facilities for information-sharing and/or database management.
  • Formal training in cash project management would be an added advantage
  • Proven experience in proposal writing and project reporting.
  • Experience working with migrant communities and in an urban context.
  • Experience in managing inter-agency consortiums is preferred.
  • Demonstrates well-developed interpersonal and diplomatic skills, able to negotiate win-win situations, put the stakeholders’ needs above his/her own, and drive for results which are best for the program while honoring each person’s abilities and strengths.

 

Working Environment:

The position is field-based in Hudur, Bakool, Southwest State
