Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Somalia since 1964. Entrepreneurship Promotion in Somalia (EPIS) is a project aimed to enhance women’s economic
participation in Somalia, particularly in the regions of Kismayo and Baidoa. Somalia faces significant challenges in fostering inclusive economic growth due to prolonged conflict, political instability, and entrenched social norms that restrict women’s roles in the economy. Despite these challenges, women play a crucial role in the survival and resilience of communities, particularly in informal sectors. However, their contributions remain largely under-recognized, and they face numerous barriers to accessing finance, business opportunities, and market information.
The Social and Economic Inclusion Project in Puntland, Somalia, with its focus on the economic and social integration of extremely poor Somali returnees, internally displaced persons (IDPs), and residents of host communities, builds on the graduation approach as its methodological framework. This is a sequential package of measures, consisting of social protection and the
promotion of sustainable livelihoods for extremely poor households. To this end, the individual steps of the graduation approach include temporary consumer goods support, basic financial education, vocational training, seed capital, social network building and continuous coaching/mentoring of extremely poor households. To enable the Ministry of the Interior, Federal Affairs and Democratization to fulfill its mandate for the economic and social integration of IDPs, its technical capacity will be strengthened.
The project objective is: The personal, socio-economic resilience of extremely poor IDPs and residents of host communities is improved.
Responsibilities
- Monitoring the project implementation, monitoring, and evaluation at the field level.
- Maintaining effective relations with local authorities, implementing partners, including GOPA Consulting, and target communities in Puntland.
- Supporting Head of Project and Project Coordinator in implementation of the EPIS project in Kismayo (Jubaland) and Baidoa (South-West State)
- Working closely the GOPA Team Leader on implementation of SEIPP Outputs
1-3 - Supervising the evaluation of Output 4 (Government capacity building) through a consulting firm
- Taking the Lead in Output 4 (Government capacity building) activities
- Working as Acting Project Coordinator in absence of the Project
Coordinator - Responsible for follow-up rg. timely submission of monthly field reports by the implementing partners on all aspects of the implementation and progress according to available reporting templates, project operational plans and indicators.
- Organize and schedule technical meetings with the relevant program team as well as partners’ coordination meetings at the field level.
Coordination and management
- Regularly draws up a list of forthcoming meetings and events.
- Contributes to operational planning activities of SEIPP and EPIS the project and ensures
timely completion of all activities and tracks the progress. - Conducts regular visits to SEIPP and EPIS project sites to review progress and program
quality and reports back to the Head of Project regarding any issues. - Support Head of the Project in preparing regular SEIPP and EPIS project progress
reports for donors and other internal and external entities, ensuring accuracy and technical quality. - Participates and contributes to the contextual analysis and proposal development.
- Coordinates and assists in preparing and conducting project activities and carries out
other activities required for implementing these components. - Works closely with the Head of Project, the GOPA Team Leader and other technical
staff of the project. - Provide technical backstopping to GOPA and the implementing partners.
- Monitors the GOPA project implementation and their implementing partners.
- Supports the handing over of the RACCA (Connective Cities) component to the Municipality of Garowe.
- Coordinates the exchange visit of the Puntland Govt. representatives to Kenya.
- Coordinates with the implementing partner NGOs and Government high level meetings.
- Coordinates the GIZ SEIPP field activities in Garowe, Puntland Somalia ensuring a timely
and high-quality delivery of activities and progress towards intended results. - Coordinates with other relevant GIZ projects as well as other organization working in
Garowe. - Takes co-lead in the formulation of project action plans and facilitates
synchronization between the planning and the budgeting system. - Ensure transparency and equal treatment of all beneficiaries irrespective of their
social background. - Ensures gender sensitivity and inclusion of persons with disability.
- Manages the project at Garowe-level concerning organizational and office management issues.
- Participates in Cluster Coordination Meetings (like Social Protection and Durable Solutions)
- Based on the learning of the SEIPP project, provide technical inputs and learning to the
EPIS project. - Provides inputs into the documentation of the learnings of the Graduation Approach in
Somalia. - Deputizes for the Project Coordinator in EPIS and SEIPP.
Liaison contact person
- Liaise with Government departments and officials in support of the GIZ SEIPP project
in Puntland - Maintain positive and smooth working relations with the local Authorities to ensure GIZ SEIPP gets all the support to implement project activities
- Identify challenges encountered or anticipated at the state level that could impact project activities and in consultation with project management and seek viable solutions
- Support the project in obtaining official government documentation, especially for visitors to the project on official duty, and facilitate their ease of movement
- Facilitates and coordinates the work of consultants at Garowe-level, particularly the GOPA team and other international and local consultants
- Provides technical inputs to the partners and ensures the smooth implementation of the Graduation Approach
- Works closely with Connective Cities regarding economic development of SMEs in Jubaland and South-West State
- Provides technical inputs regarding Govt. capacity building in Jubaland and South-West State
Monitoring and Evaluation
- Supports the GIZ SEIPP and GOPA team in designing, coordinating, and conducting project evaluations (mid-term and end-term).
- Supports the Head of the Project and the technical team in conducting project data
reviews for SEIPP. - Assists in the planning and budgeting of activities.
- Support and supervises the implementation of capacity building activities with
Government and implementing partners. - Ensures a functional beneficiary feedback mechanism and an up-to date project
beneficiary database. - Works closely GIZ engineers to ensure smooth completion of the multipurpose sports
ground construction activity. - Monitor the progress stages for the multipurpose sports ground construction.
- Coordinates with the Ministry of Youth and Sports (MoYS) regarding all matters relating to
the construction of the multipurpose sports ground for women. - Oversees the evaluation of Output 4 by local consultancy firm
- Provides inputs to M&E of EPIS
- Develops concepts/ideas for Govt. contribution to SEIPP and EPIS activities
- Preparation of TORs
Monitoring and Evaluation
- Supports the Head of Project and the technical team in designing, coordinating, and
conducting project evaluations (mid-term and end-term). - Supports the Head of the Project and the technical team in conducting project data
reviews for EPIS. - Assists in the planning and budgeting of activities.
- Supports and supervises the implementation of capacity building activities with
Government and implementing partners. - Ensures a functional beneficiary feedback mechanism and an up-to date project beneficiary database.
Other duties/additional tasks
- Works closely with the Head of the Project, the project technical team and GOPA in
all areas of the project management for activities within Garowe and networking
with partners on the ground. - Support the operations of EPIS in Baidoa and Kismayo
- Contributes to documentation of the Graduation Approach in Puntland, Somalia
- Support to international missions (inside and outside GIZ)
- Developing terms of reference for consultancy missions as well as orientation notes/expression of interest for implementing partners and providing support
during the execution by monitoring and reviewing the consultants work and enhancing knowledge management of the project outputs. - Performs other duties and tasks at the request of the Head of the Project
Qualifications and specialist knowledge
- Bachelor’s degree, post-graduate diploma or master’s degree relevant
the subject - At least 5 years of professional experience in a comparable
position - Experience in the field of international development cooperation
- Experience in the collaboration with state and non-state actors is
of advantage - Experience in working on bilateral cooperation is an advantage.
- Experience in working with sustainable, holistic development
approaches (like the Graduation Approach) is an advantage. - Working experience with GIZ is an advantage
- Experience in working on gender and women’s economic empowerment
is required
Additional competences and other knowledge
- Good working knowledge of ITC technologies (related software,
phone, email, internet) and computer applications (e.g., MS Office and Excel) - Very good command of English and Somali
- Good team player, who interacts well with different departments
and stakeholders - Good management and organizational skills
- Experience of working in Puntland is a requirement
- Maintains confidentiality in handling data and information
- Demonstrated cultural sensitivity and high commitment to integrity
- Willingness to upskill as required by the tasks to be performed –
