Consultancy Firm to Provide Activity Verification Services

November 2024 to April 2025

BACKGROUND INFORMATION:

The USAID’s Inclusive Resilience in Somalia (IRiS) Activity aims to enhance the resilience of individuals, households, businesses, communities, and the overall market systems in Somalia. This is achieved through diversifying rural and urban livelihoods and promoting inclusive and resilient economic market systems. The Activity takes a facilitative approach, focusing on building the resilience capacities of marginalized rural households, urban poor communities, and businesses in the key productive sectors of agriculture, fisheries, and livestock. This is done to help them withstand the shocks and stresses of recurrent droughts, erratic floods, social or political conflicts, and economic instability, which can lead to market volatility.

The program is being implemented by DT Global and other consortium partners, including Mercy Corps, Save the Children, Somalia Agriculture Technical Group (SATG), and ITAD.

Scope of Work:

To fulfil its research, monitoring and evaluation plan under the above activity, IRiS seeks to recruit a competent consultancy firm to carry out short-term data collection, monitoring, verification, and evaluation support in the program target locations. The locations will include but not limited to: Baidoa/Jowhar/Afgoye/Balcad/Barawe/Adale/Warsheikh/Kismayo (areas might vary depending on the activity location).

The firm must be knowledgeable in data collection, verification and evaluation methodologies, have a solid understanding of the political and security situation in the target project sites and be able to travel to the locations as may be required.

The firm is expected provide enumerators to travel to the planned areas of implementation to conduct data collection, verification and monitoring field activities. The enumerators under the supervision of the firm and IRiS staff will verify the activities by administering short questionnaires in Kobo forms to be developed by IRiS MEL team, taking photos and the GPS coordinates of the activity locations. The monitors will also identify any challenges, risks and obtain project participants’ feedback of what’s working/ not well working for decision-making purposes.

During each field visit, the enumerators will be expected to provide real-time updates on program activities at each site, including type of support provided; progress of implementation; challenges and how they are being addressed; photos of the sites, and any relevant context information. The enumerators/field monitors will work closely with IRiS MEL Officers who will provide guidance on the data requirements from the project sites.

DT Global will not respond to questions pertaining to this RFQ over the phone. DT Global will not in any way assist Offerors in preparing their bids nor reimburse any bid preparation costs incurred by the Offeror. The services are to be done to/in Somalia, which is the responsibility of the vendor to ensure this is done, under the supervision of IRiS Project.
